op<strong>in</strong>ion as voiced through the press, elections, <strong>and</strong> the legislative<br />

organs of the Supreme <strong>Soviet</strong> <strong>and</strong> Congress of People's Deputies. Initiated<br />

by Gorbachev's reforms, popular preferences now have a more<br />

important role <strong>in</strong> establish<strong>in</strong>g the leadership's policies. A strident<br />

newspaper article exam<strong>in</strong><strong>in</strong>g the response of the "competent authoritie<br />

s to shortages of consumer goods noted, "<strong>The</strong> op<strong>in</strong>ion of the public<br />

has been molded <strong>and</strong> cannot but affect (<strong>and</strong> has <strong>in</strong>deed affected!) the<br />

subsequent actions of these authorities." 4 Indeed, the focus of defense<br />

<strong>in</strong>dustry on food-process<strong>in</strong>g equipment <strong>and</strong> consumer goods directly<br />

reflects such political attention to popular concerns. <strong>The</strong>refore, the<br />

fate of conversion is closely l<strong>in</strong>ked with the fate of political reform.<br />

A st<strong>and</strong><strong>in</strong>g committee on military affairs has been established <strong>in</strong> the<br />

new Supreme <strong>Soviet</strong>, a move that several Party leaders, <strong>in</strong>clud<strong>in</strong>g<br />

Foreign M<strong>in</strong>ister Shevardnadze, have been promot<strong>in</strong>g for several years.<br />

<strong>The</strong> chairman of this committee, V. Lapyg<strong>in</strong>, has declared that it will<br />

consider the most important issues "start<strong>in</strong>g from the strategy of arm<strong>in</strong>g<br />

<strong>and</strong> provid<strong>in</strong>g for defense... to produc<strong>in</strong>g <strong>and</strong> manufactur<strong>in</strong> this<br />

equipment." 1 " By 1989, the committee was focus<strong>in</strong>g on budgetary<br />

issues, hav<strong>in</strong>g been advised of the importance of controll<strong>in</strong>g the purse<br />

by members of the U.S. House Armed Services Committee. <strong>Soviet</strong><br />

defense committee members, however, compla<strong>in</strong>ed of the lack of specificity<br />

of budgetary formulations <strong>and</strong> stated that they had many questions<br />

for the General Staff <strong>and</strong> Defense M<strong>in</strong>istry. 6 This approach is<br />

another step <strong>in</strong> break<strong>in</strong>g down the monopoly over <strong>in</strong>formation <strong>and</strong><br />

expertise formerly held by the professional military <strong>and</strong> is a major step<br />

<strong>in</strong> transferr<strong>in</strong>g stewardship of the defense complex to a broadly based<br />

civilian body.<br />

<strong>The</strong> creation of the Supreme <strong>Soviet</strong> defense committee <strong>and</strong> the additional<br />

tasks of conversion placed on party cadres may have diffused the<br />

focus that Party personnel were formerly able to br<strong>in</strong>g to defense production<br />

affairs: Not only has another high-powered body taken<br />

responsibility for what had been a central Party concern, but those<br />

concerns themselves no longer hold undisputed top priority. <strong>The</strong>se factors<br />

evidently have begun to affect Party performance <strong>in</strong> the defense<br />

<strong>in</strong>dustry sphere. Politburo member <strong>and</strong> former Moscow party leader<br />

L. N. Zaikov compla<strong>in</strong>ed to a conference on defense conversion <strong>in</strong> the<br />

capital region of "a decl<strong>in</strong>e <strong>in</strong> the attention devoted to the work of<br />
