Kruse proceeded to read a quote from Bill Clint<strong>on</strong><br />

from the week of October 20, 2008. “We all blew it,<br />

including me, when we treated food crops like color<br />

TVs, instead of [treating them as] a vibrant<br />

commodity for the world’s poor.” Kruse exclaimed,<br />

“We cannot be outflanked by Bill Clint<strong>on</strong>. We need<br />

to think at least as big as Bill Clint<strong>on</strong> is thinking.”<br />

Finally, Kruse added that it is of the utmost<br />

importance that indigenous peoples get to know and<br />

read <str<strong>on</strong>g>UNDRIP</str<strong>on</strong>g>. A lot of the power of <str<strong>on</strong>g>UNDRIP</str<strong>on</strong>g> as a<br />

tool lies in how well the indigenous peoples know<br />

the Declarati<strong>on</strong>.<br />

Juan Carlos Jintiach of the Amaz<strong>on</strong> Alliance<br />

explained that when he was talking to some leaders<br />

of Peru, he told them how his community w<strong>on</strong><br />

c<strong>on</strong>trol over their territory through a c<strong>on</strong>stituti<strong>on</strong>al<br />

injuncti<strong>on</strong>. This victory is a good example to other<br />

communities as to how to use <str<strong>on</strong>g>UNDRIP</str<strong>on</strong>g>, he believes.<br />

Tom Goldtooth of the Indigenous Envir<strong>on</strong>mental<br />

Network menti<strong>on</strong>ed that he could tell that grassroots<br />

organizing is really growing in the Americas. The<br />

role of NGOs, Goldtooth believes, should be to<br />

support what indigenous peoples speak up for, like<br />

treaties that they develop for their communities.<br />

There needs to be more support for the movement<br />

towards using <str<strong>on</strong>g>UNDRIP</str<strong>on</strong>g> as a tool in the Western<br />

Hemisphere, Tom c<strong>on</strong>cluded.<br />

UN DRIP A ND TH E C O NVENTI O N O N BI OL OGI CAL DIV E RSI TY<br />

The UN C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Biological Diversity stands<br />

out as a strategic space in the internati<strong>on</strong>al<br />

architecture where indigenous peoples have fought<br />

for and w<strong>on</strong> the right to participate in global policy<br />

decisi<strong>on</strong>-making. How can <str<strong>on</strong>g>UNDRIP</str<strong>on</strong>g> be used as the<br />

CBD advances? What are the less<strong>on</strong>s learned for<br />

indigenous participati<strong>on</strong> in the UNFCCC, and other<br />

for whose decisi<strong>on</strong>s impact cultural and biological<br />

diversity?<br />

summarized that the UN C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Biological<br />

Diversity (CBD) is <strong>on</strong>e of the instituti<strong>on</strong>s that has<br />

provided a space for indigenous peoples’<br />

participati<strong>on</strong>, within which the <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g><br />

Indigenous <str<strong>on</strong>g>Forum</str<strong>on</strong>g> <strong>on</strong> Biological Diversity (IIFBD)<br />

was created. She claimed that the IIFBD has had a<br />

key role in influencing many aspects of the CBD.<br />

Tauli-Corpuz told the group that in the 2008 CBD<br />

C<strong>on</strong>ference of Parties 9, which happened in B<strong>on</strong>n,<br />

indigenous peoples participated and this was key<br />

because it was the first year after the Declarati<strong>on</strong> had<br />

passed. Indigenous peoples really took part in<br />

making sure that the Declarati<strong>on</strong> becomes a<br />

framework for the many dimensi<strong>on</strong>s of the CBD, she<br />

noted.<br />

Tauli-Corpuz explained that the IIFBD has divided<br />

itself into many working groups: Agriculture<br />

Biodiversity, Forest Biodiversity, the Protected Areas<br />

Program, etc. She described how indigenous peoples<br />

spread themselves out am<strong>on</strong>g the different groups in<br />

order to really get the Declarati<strong>on</strong> applied in<br />

different areas.<br />

Unfortunately, Canada was str<strong>on</strong>gly opposed to<br />

using <str<strong>on</strong>g>UNDRIP</str<strong>on</strong>g> as a framework, Tauli-Corpuz<br />

explained. Therefore, in every sessi<strong>on</strong> Canada had its<br />

“best diplomats” in that c<strong>on</strong>venti<strong>on</strong>. Sometimes<br />

Canada’s str<strong>on</strong>g oppositi<strong>on</strong> and appearance within<br />

these working groups undermines the progress that<br />

indigenous peoples have been making <strong>on</strong><br />

implementing <str<strong>on</strong>g>UNDRIP</str<strong>on</strong>g>, said Tauli-Corpuz. She<br />

stressed that this is why it is important for<br />

indigenous peoples to be present at every<br />

c<strong>on</strong>venti<strong>on</strong>, so they can have their voices heard.<br />

Tauli-Corpuz c<strong>on</strong>cluded that in the end, the <strong>on</strong>ly<br />

thing relating to <str<strong>on</strong>g>UNDRIP</str<strong>on</strong>g> that came out of the CBD<br />

within the working groups was that the adopti<strong>on</strong> of<br />

the Declarati<strong>on</strong> <strong>on</strong> 13 September 2007 was noted.<br />

This is not what they wanted, she stated, but they<br />

said, “Never mind, as l<strong>on</strong>g as the UN Declarati<strong>on</strong> is<br />

stated there.” They would have liked for it to state<br />

that <str<strong>on</strong>g>UNDRIP</str<strong>on</strong>g> was to be a framework for the<br />
