In September 2007, after 25 years of effort, the United Nati<strong>on</strong>s General Assembly passed the United Nati<strong>on</strong>s<br />
Declarati<strong>on</strong> <strong>on</strong> the Rights of Indigenous Peoples by a vote of 144 to 4. This was a momentous act, <strong>on</strong> a par with<br />
passage in 1948 of the UN Declarati<strong>on</strong> <strong>on</strong> Human Rights. Not <strong>on</strong>ly does it finally recognize the inherent rights<br />
of indigenous peoples, but also the Declarati<strong>on</strong> itself is a profound and c<strong>on</strong>ceptually daring statement with<br />
great positive implicati<strong>on</strong>s for all peoples and the planet.<br />
However, for the Declarati<strong>on</strong> to make an impact, its provisi<strong>on</strong>s must be applied as widely as possible. The<br />
purpose of the October 27-28, 2008 strategy sessi<strong>on</strong> and briefing, jointly sp<strong>on</strong>sored by the <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> <str<strong>on</strong>g>Forum</str<strong>on</strong>g><br />
<strong>on</strong> Globalizati<strong>on</strong> of San Francisco, California and the Tebtebba Foundati<strong>on</strong> of the Philippines, was to discuss<br />
the Declarati<strong>on</strong> and its principles, and to seek ways for all the meeting participants, both indigenous and<br />
n<strong>on</strong>indigenous, to work towards developing campaigns and programs to actualize the full potential of the<br />
Declarati<strong>on</strong>.<br />
At the meeting, we discussed the c<strong>on</strong>tents of <str<strong>on</strong>g>UNDRIP</str<strong>on</strong>g> in detail and heard reports <strong>on</strong> current efforts to apply<br />
its provisi<strong>on</strong>s in the work of n<strong>on</strong>-governmental organizati<strong>on</strong>s (NGOs). We also explored what additi<strong>on</strong>al<br />
means are at our disposal to include c<strong>on</strong>siderati<strong>on</strong> of <str<strong>on</strong>g>UNDRIP</str<strong>on</strong>g> in our work at the local, state, regi<strong>on</strong>al, nati<strong>on</strong>al<br />
and internati<strong>on</strong>al level.<br />
Special attenti<strong>on</strong> was given to upcoming critical internati<strong>on</strong>al negotiati<strong>on</strong>s, including policy debates within the<br />
UN Framework C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Climate Change (UNFCCC), the UN C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Biological Diversity<br />
(CBD), the UN Permanent <str<strong>on</strong>g>Forum</str<strong>on</strong>g> <strong>on</strong> Indigenous Issues (UNPFII), the World Bank, and the World Trade<br />
Organizati<strong>on</strong> (WTO).<br />
We also identified key global gatherings that will take place in 2009 as opportunities for indigenous peoples<br />
and civil society to work together to find comm<strong>on</strong> agendas that support <strong>on</strong>e another’s goals. These gatherings<br />
include the World Social <str<strong>on</strong>g>Forum</str<strong>on</strong>g> in Belem, Brazil in January 2009; the Indigenous Peoples’ Global Summit <strong>on</strong><br />
Climate Change in Anchorage, Alaska in April 2009; the UN Permanent <str<strong>on</strong>g>Forum</str<strong>on</strong>g> <strong>on</strong> Indigenous Issues in Yew<br />
York, New York in May, 2009; am<strong>on</strong>gst other meetings.<br />
We closed the meeting with a strategy discussi<strong>on</strong> <strong>on</strong> individual and joint initiatives and acti<strong>on</strong>s that could be<br />
taken by the participants in support of the UN Declarati<strong>on</strong> <strong>on</strong> the Rights of Indigenous Peoples.<br />
The major outcome of our meeting was a clear mandate to form a new network of n<strong>on</strong>indigenous NGOs, in<br />
close c<strong>on</strong>sultati<strong>on</strong> with internati<strong>on</strong>al indigenous leaders, to encourage and help coordinate n<strong>on</strong>indigenous<br />
NGO efforts to support the implementati<strong>on</strong> of <str<strong>on</strong>g>UNDRIP</str<strong>on</strong>g>. The <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> <str<strong>on</strong>g>Forum</str<strong>on</strong>g> <strong>on</strong> Globalizati<strong>on</strong> has agreed<br />
to serve as the secretariat of this effort beginning in 2009.<br />
