Department Accomplishments General Administration Department The General Administration Department continues to provide support services to all offices of the NSO and strives to maintain fair, impartial and objective allocation of all types of resources. Profile of Personnel Complement The Office performed its mandated functions with total complement of 3,084 during the year. Service Contractors were hired to augment the workforce, specifically in the Civil Registry Department (CRD) and the Data Capture Centers (DCC). For 2001, NSO had a predominantly female population, however, males dominated the field office population. Of these key officials, 63 percent are males. Over 65 percent of all NSO employees fall within the 31–50 age group. Three percent of the regular employees are 61 years old and over, and 48 or 64 percent of them are males, assigned mostly in the field offices. Modal age group is 36-40 for all employees, but among males, modal age group is 51-55 years old. Key Officials NSO key officials are predominantly male, continuing a trend that has existed since its creation. But this trend has been reversed at the Central office, with 89 percent (34) of key positions being occupied by females, with the males occupying only 11 percent (4). This trend at Central Office is expected to continue since most next-in-rank officials are female (16 out of 18). Department Accomplishments have post-graduate degrees. Of the male officials, 33 or 44 percent have post-graduate degrees compared to 40 or 66.6 percent of the female officials. Those who have masteral degree in the field of Statistics or Mathematics are all females. Seventy-eight percent of the officials are married. The percentage of married officials is higher in the field (85%) than in the central office (60%). The average length of service of an NSO official is 24.3 years, although modal bracket is at 26-30 years. Field officials have longer length of service than their counterpart in the central office, with males having served longer than females. Training and Development One of the continuing activities of the office is to provide avenues through which employees can acquire greater knowledge, skills or capabilities in order to effectively and efficiently deliver the statistical, civil registration and administrative services, as well as to promote personal growth and development. During the year, there were a total of 89 training programs that participated in by 1900 participants. Of significance were three training programs conducted by NSO with attendees from Bhutan, Nepal and UN-ESCAP, and a USAID sponsored training entitled “Management of Statistical 2001 NSO Annual Report 27
