Funding for Enterprise Fund (Water, Stormwater, Airport, Marina, Golf Courses, Port, Parking,<br />

and Tropicana Field) CIP projects comes from <strong>operating</strong> fund transfers on a pay-as-you-go basis as<br />

well as from debt or grant funding. Although Enterprise Funds are expected to fully fund all<br />

aspects <<strong>st</strong>rong>of</<strong>st</strong>rong> their operations, Penny Funds are programmed for some Stormwater projects as well as<br />

for grant matching funds for Port projects. Funding for other non-general government projects<br />

(Bicycle/Pede<strong>st</strong>rian, Weeki Wachee, Transportation, and Housing) comes from grants and various<br />

special revenue funds.<br />

A portion <<strong>st</strong>rong>of</<strong>st</strong>rong> the funding for the General CIP Fund is provided by an annual transfer from the<br />

General Fund as well as grant funding. For FY12, there will be no transfer from the General Fund.<br />

The primary revenue source for general government projects, such as <strong>st</strong>reets and roadways and<br />

parks, is the Local Option Sales Surtax, and is commonly known as the ―Penny for Pinellas.‖<br />
