of pow<strong>de</strong>rs may be consi<strong>de</strong>rable. ∗<br />

The second observation is that specialists do not agree on the relevance of existing regu<strong>la</strong>tions. It will<br />

be hard to resolve this question in the absence of precise data on the potential effects of<br />

nanotechnology. While waiting <strong>for</strong> further research and more compl<strong>et</strong>e regu<strong>la</strong>tions that are<br />

b<strong>et</strong>ter adapted to the specific characteristics of nanotechnology, the <strong>Commission</strong> consi<strong>de</strong>rs<br />

that the principle of precaution should gui<strong>de</strong> actions to be un<strong>de</strong>rtaken in or<strong>de</strong>r to protect<br />

occupational health and saf<strong>et</strong>y.<br />

Examples of the actions nee<strong>de</strong>d to ensure responsible management of nanotechnology are the best<br />

practices gui<strong>de</strong>s or works produced by the IRSST on current knowledge about nanoparticles and their<br />

possible effects on occupational health and saf<strong>et</strong>y. In this regard, the <strong>Commission</strong> emphasizes that<br />

data gathered by the IRSST should be kept up to date as much as possible and that this<br />

in<strong>for</strong>mation should be transmitted to companies and other research centres active in the<br />

nanotechnology sector, so that the <strong>la</strong>tter may take a<strong>de</strong>quate occupational health and saf<strong>et</strong>y<br />

measures.<br />

Protecting the public. One of the <strong>Commission</strong>’s major concerns is ensuring that products <strong>de</strong>rived<br />

from nanotechnology are harmless. Y<strong>et</strong>, it is impossible at the present time to know wh<strong>et</strong>her the use of<br />

products already on the mark<strong>et</strong> could prove harmful, since there are few research findings concerning<br />

the effects of such products on animal, the environment or human subjects. Moreover, some experts<br />

are concerned that health authorities currently <strong>la</strong>ck resources to monitor products on the mark<strong>et</strong>.<br />

Finally, even if these authorities did have nee<strong>de</strong>d resources and personnel, acceptance standards would<br />

still have to be <strong>de</strong>creed, which is not the case presently.<br />

Recommendation No. 2<br />

The <strong>Commission</strong> recommends:<br />

That the Minister of Economic Development, Innovation and Export Tra<strong>de</strong>, tog<strong>et</strong>her with the<br />

Minister of Health and Social Services, work with the fe<strong>de</strong>ral government to ensure that health and<br />

environmental monitoring agencies establish the mechanisms nee<strong>de</strong>d to assess the toxicity of<br />

processes and products <strong>de</strong>rived from nanotechnology prior to authorizing their commercialization.<br />
