Recommendation No. 6<br />

The <strong>Commission</strong> recommends<br />

That the Minister of Economic Development, Innovation and Export Tra<strong>de</strong> call on granting<br />

agencies, tog<strong>et</strong>her with the various stakehol<strong>de</strong>rs concerned, to create a program of<br />

multidisciplinary research on the impacts of new technology and on managing the risks associated<br />

with nanotechnology that takes into account the <strong>et</strong>hical and social aspects in p<strong>la</strong>y.<br />

Concerns re<strong>la</strong>ted to economic activity associated with nanotechnology<br />

The economy is an important area of activity in all soci<strong>et</strong>ies. The <strong>de</strong>velopment of knowledge,<br />

avai<strong>la</strong>bility of highly skilled workers on the mark<strong>et</strong>, and existence of vibrant companies and an open<br />

mark<strong>et</strong> are all prerequisites to maintaining and improving the public’s standard of living. In this day of<br />

globalization, it is also important to be concerned about the needs of less <strong>for</strong>tunate soci<strong>et</strong>ies and to<br />

strive towards a fair distribution of wealth—as well as risks. The <strong>Commission</strong> also wishes to provoke<br />

discussion of the possibility companies will build consumer profiles by drawing on the increased data<br />

storage capacities avai<strong>la</strong>ble to them. The values that gui<strong>de</strong>d the <strong>Commission</strong>’s reflection in this section<br />

were responsibility, solidarity, freedom, quality of life, social justice, fairness, and privacy.<br />

Ethical choices in the <strong>de</strong>velopment of Québec economic activity associated with<br />

nanotechnology<br />

Although there is no consensus on the specific impact nanotechnology will have on the economy,<br />

specialists nevertheless estimate that the worldwi<strong>de</strong> economic spinoffs could be in the or<strong>de</strong>r of $2.6<br />

trillion USD in 2014. 293 The Royal Soci<strong>et</strong>y report notes that the short term effects will be limited, but<br />

since nanotechnology will enable or improve a number of applications, the long term impact could be<br />

significant, by spurring growth in the gross national product (GNP), enhancing efficiency, and reducing<br />

waste in industrial processing. 294<br />

It is important not to un<strong>de</strong>restimate the importance of these assertions, specifically with regard to<br />

Québec’s economic activities. Nanotechnology could have a positive and significant impact on<br />

traditional industries—such as agrifood, textiles, or even pulp and paper—by enabling the <strong>de</strong>velopment<br />

of value-ad<strong>de</strong>d products and services. Ultimately, increased collective wealth would make it possible to<br />

invest in education or health—two areas where money is always sorely <strong>la</strong>cking.<br />

Since 2004, Conseil <strong>de</strong> <strong>la</strong> <strong>science</strong> <strong>et</strong> <strong>de</strong> <strong>la</strong> technologie du Québec has been coordinating a project called<br />

Perspective Science-Technologie-Société (STS) with a view to raising awareness in all sectors of<br />

Québec soci<strong>et</strong>y about the importance and usefulness of <strong>science</strong> and technology <strong>for</strong> un<strong>de</strong>rstanding and<br />
