Position Statement of the <strong>Commission</strong> <strong>de</strong> l'éthique <strong>de</strong> <strong>la</strong> <strong>science</strong> <strong>et</strong> <strong>de</strong> <strong>la</strong> technologie<br />

disabled popu<strong>la</strong>tion into “active” life; the cult of per<strong>for</strong>mance; equity of choice where public health<br />

services are concerned; and finally the meaning given to individual autonomy and responsibility in<br />

soci<strong>et</strong>y. The <strong>Commission</strong> intends to continue this reflection in a future Position Statement on<br />

neuro<strong>science</strong>s.<br />

The human being’s re<strong>la</strong>tionship with nature. In with the spirit of the Sustainable <strong>de</strong>velopment act, the<br />

<strong>Commission</strong> holds that humans are inter<strong>de</strong>pen<strong>de</strong>nt with the environment. Soci<strong>et</strong>y and its <strong>de</strong>cisionmakers<br />

need to take this inter<strong>de</strong>pen<strong>de</strong>nce into account when they make <strong>de</strong>cisions that could impact<br />

environmental quality, wh<strong>et</strong>her in the immediate future or from the perspective of future generations.<br />

Nanotechnology could be of consi<strong>de</strong>rable benefit in this respect; but some applications may equally<br />

prove to contribute to the <strong>de</strong>terioration of the environment. It will be important to strike a ba<strong>la</strong>nce<br />

in the use of nanotechnology so that it benefits the greatest number of people while respecting<br />

the environment. Striking this ba<strong>la</strong>nce involves <strong>de</strong>cisions concerning soci<strong>et</strong>y as a whole, and<br />

should there<strong>for</strong>e be the focus of public <strong>de</strong>bate.<br />

Ethical Concerns not Limited to Nanotechnology<br />

The <strong>de</strong>velopment of nanotechnology gives rise to <strong>et</strong>hical questions about its effect on soci<strong>et</strong>y and the<br />

environment and the use ma<strong>de</strong> of these technologies in other domains. However, as the <strong>Commission</strong><br />

has observed, nanotechnology raises <strong>et</strong>hical concerns simi<strong>la</strong>r to those surrounding other emerging<br />

technologies. While these concerns are not entirely new, they should not be un<strong>de</strong>restimated, since they<br />

may actually be greatly intensified with nanotechnology.<br />

Concerns Re<strong>la</strong>ted to Governance<br />

Legitimacy and transparency of the <strong>de</strong>cision-making process. In a <strong>de</strong>mocratic s<strong>et</strong>ting, legitimacy<br />

invariably requires a transparent <strong>de</strong>cision-making process. The <strong>Commission</strong> has emphasized this point<br />

in its Position Statement on gen<strong>et</strong>ically modified organisms. Transparency can be seen in the manner in<br />

which the public is in<strong>for</strong>med; this is a basic requirement <strong>for</strong> each citizen’s exercise of free choice in a<br />

pluralistic and <strong>de</strong>mocratic soci<strong>et</strong>y.<br />

Recommendation No. 5<br />

The <strong>Commission</strong> recommends:<br />

That the Minister of Economic Development, Innovation and Export Tra<strong>de</strong>, with his colleagues in<br />

the ministries and organizations concerned, initiate a process to in<strong>for</strong>m and consult with the public<br />

in or<strong>de</strong>r to <strong>de</strong>fine in all transparency the scientific, economic, and <strong>et</strong>hical issues associated with the<br />

<strong>de</strong>velopment of nanotechnology.<br />

Oversight and accountability measures. The <strong>Commission</strong> recognizes that the normative framework<br />

of nanotechnology requires a <strong>de</strong>eper un<strong>de</strong>rstanding of the potentially harmful consequences that could<br />

result from the introduction and dissemination of nanoparticles into the environment or their<br />
