Basic <strong>Monitoring</strong> <strong>and</strong> <strong>Evaluation</strong> Concepts<br />
Research<br />
Surveillance should be complemented by essential research, including epidemiological,<br />
evaluation <strong>and</strong> social impact research. NACs have a strategic role in collating, interpreting<br />
<strong>and</strong> disseminating research findings—e.g., effectiveness of thematic interventions.<br />
Financial management monitoring<br />
The NAC, public sector <strong>and</strong> civil society financial management monitoring component is<br />
usually well supported. The World Bank, for example, has substantial in-house financial<br />
management capacity <strong>and</strong> experience. Social protection funds have demonstrated the feasibility<br />
of outsourcing financial management to accounting firms/banks.<br />
Programme activity monitoring<br />
NAC, public sector <strong>and</strong> civil society programme activity monitoring represents the greatest<br />
challenge facing NACs. It is addressed partly through draft operations manuals, but significant<br />
challenges remain. NACs will assume a major role in grant-provision, supporting hundreds of<br />
<strong>HIV</strong>/AIDS prevention, care <strong>and</strong> mitigation activities. Programme activity monitoring requires:<br />
• maintaining an overall integrated M&E flowchart <strong>and</strong> database;<br />
• identifying epidemiological priorities <strong>and</strong> soliciting compliant applications;<br />
• publicizing the availability of funding for public sector <strong>and</strong> civil society initiatives <strong>and</strong><br />
application mechanisms;<br />
• developing <strong>and</strong> publicizing structured, transparent selection criteria <strong>and</strong> approval<br />
procedures;<br />
• publicizing recipients;<br />
• monitoring programme progress of grant recipients <strong>and</strong> communicating achievements;<br />
<strong>and</strong><br />
• reviewing overall national programme progress, with particular reference to<br />
geographic focus, coverage <strong>and</strong> equity, different interventions <strong>and</strong> service to<br />
vulnerable groups.<br />
As with financial monitoring, this component can be contracted out to an independent firm<br />
if capacities do not exist internally. It is recommended that financial <strong>and</strong> programme activity<br />
monitoring be combined <strong>and</strong> contracted to one firm, for economy <strong>and</strong> finance-programme<br />
cross-verification.<br />
