1.4. M&E components<br />
Description<br />
People, training, equipment <strong>and</strong> resources that we put into a project, in order to<br />
achieve outputs.<br />
Activities or services we deliver, including <strong>HIV</strong>/AIDS prevention, care <strong>and</strong> support<br />
services, in order to achieve outcomes.<br />
The processes associated with service delivery are very important. The key<br />
processes include quality, unit costs, access <strong>and</strong> coverage.<br />
Example from the UNGASS Declaration of Commitment (DoC) core indicators:<br />
% <strong>HIV</strong>-infected pregnant women receiving a complete course of antiretroviral<br />
prophylaxis to reduce the risk of MTCT<br />
Through good-quality, economical, accessible <strong>and</strong> widespread services, key<br />
outcomes should occur. Outcomes are changes in behaviour or skills, especially<br />
safer <strong>HIV</strong> prevention practices <strong>and</strong> increased ability to cope with AIDS.<br />
Example from the UNGASS DoC core indicators:<br />
% of young people aged 15–24 reporting use of a condom during sexual<br />
intercourse with a non-regular sexual partner<br />
These outcomes are intended to lead to major health impacts. Impacts refer<br />
to measurable health impacts, particularly reduced STI/<strong>HIV</strong> transmission <strong>and</strong><br />
reduced AIDS impact.<br />

% young people aged 15–24 who are <strong>HIV</strong>-infected<br />
There are different M&E components, some more developed than others:<br />
• overall system<br />
• surveillance<br />
• research<br />
• National AIDS Council (NAC), public sector <strong>and</strong> civil society financial management<br />
monitoring<br />
• NAC, public sector <strong>and</strong> civil society programme activity monitoring.<br />
