• The approach adopted to ensure the fullest possible implementation of the DoC<br />
is based on three principles:<br />
– Implementing the DoC is a collective responsibility<br />
– Existing capacities, mechanisms <strong>and</strong> processes need to be strengthened<br />
– The DoC is a unifying <strong>and</strong> motivational tool<br />
• The core indicators help in monitoring progress towards achieving the goals of<br />
the UNGASS DoC. These indicators have been incorporated into a methods<br />
package called <strong>Monitoring</strong> the Declaration of Commitment on <strong>HIV</strong>/AIDS<br />
Guidelines on construction of core indicators, which can be downloaded from the<br />
UNAIDS website.<br />
• Not all indicators may be equally relevant to all countries <strong>and</strong> some countries<br />
may report on additional indicators relevant to their specific situations.<br />
• The UNAIDS Secretariat at headquarters will be responsible for collecting,<br />
compiling, analysing <strong>and</strong> preparing summary reports for global indicators, while<br />
national governments (especially NACs) will be responsible for reporting on the<br />
progress made in the areas of national indicators.<br />
• Broad consultations at the planning <strong>and</strong> reporting phases of the process are<br />
recommended to ensure proper implementation of the DoC M&E framework.<br />
• The identity, specification <strong>and</strong> method of construction of the core, alternative<br />
<strong>and</strong> additional indicators will be reviewed on a regular basis by UNAIDS <strong>and</strong> its<br />
partners, <strong>and</strong> revisions will be made as <strong>and</strong> when necessary.
