INTRODUCTION<br />
Module 1: Basic M&E concepts<br />
This module covers key M&E concepts from definitions of M&E terms, to logical<br />
frameworks or elements of a robust M&E system.<br />

Module 2: Development of M&E plans<br />
This module focuses on key steps to be taken in the development of M&E plans<br />
through a participatory approach.<br />

Module 3: Optimizing the use of monitoring <strong>and</strong> evaluation data<br />
Translating data into policy <strong>and</strong> programming is a long-term process. However,<br />
some steps could be taken to optimize the use of data <strong>and</strong> hopefully reach this<br />
objective. These steps are described in Module 5.<br />

Module 4: M&E management tools<br />
This module provides programme managers with management tools, such as terms<br />
of reference for M&E consultants, or evaluation plans.<br />

Module 5: <strong>Global</strong> M&E framework:<br />
UNGASS Declaration of Commitment (DoC)<br />
<strong>Monitoring</strong> <strong>and</strong> reporting on global commitments are key priorities for UNAIDS <strong>and</strong><br />
its partners. An entire module is, therefore, devoted to UNGASS DoC indicators,<br />
<strong>and</strong> its linkages to other frameworks to ensure that the target audience can assist<br />
governments in the data collection, analysis, interpretation <strong>and</strong> reporting on those<br />
indicators. Emphasis is placed on the rationale behind this core set of indicators<br />
<strong>and</strong> the methods of measurement.<br />

Module 6: M&E Resource Groups<br />
In view of their strategic functions at country level, UN Technical Focal Points need to<br />
be familiar with existing M&E coordination mechanisms at global level. An overview<br />
on mechanisms such as the <strong>Monitoring</strong> <strong>and</strong> <strong>Evaluation</strong> Reference Group (MERG), the<br />
Cosponsor <strong>Evaluation</strong> Working Group (CEWG), <strong>and</strong> the newly established M&E unit<br />
within the World Bank <strong>Global</strong> <strong>HIV</strong>/AIDS unit (GAMET) is provided in this module.<br />
