Basic <strong>Monitoring</strong> <strong>and</strong> <strong>Evaluation</strong> Concepts<br />
• M&E should consistently be applied to problem-solving within the ongoing<br />
programme <strong>and</strong> decision-making processes.<br />
• Effective M&E is based on a clear, logical pathway of results. If there are gaps in<br />
the logic, the pathway will not flow towards the required results.<br />
• The key M&E components include: overall system, surveillance, research, NAC,<br />
public sector <strong>and</strong> civil society programme activity, <strong>and</strong> financial management<br />
monitoring.<br />
• Programme activity monitoring is least developed <strong>and</strong> requires greatest<br />
emphasis.<br />
• It is recommended that financial <strong>and</strong> programme activity monitoring be<br />
combined <strong>and</strong> contracted to one firm, for the sake of economy <strong>and</strong> financeprogramme<br />
cross-verification.<br />
