Where appropriate, such training should include occupational health and safety practices,<br />

hazardous materials management and recycling best management practices.<br />

Records of training and education associated with the operation of a stewardship program should<br />

be retained by the producer or the PRO.<br />

Per<strong>for</strong>mance Measures<br />

Procedures to monitor and measure on a regular basis the key characteristics of operations that<br />

can have significant environmental impact(s) should be established, implemented and<br />

maintained.<br />

Per<strong>for</strong>mance measures should be established that allow evaluation of program per<strong>for</strong>mance<br />

against stated targets and program objectives. Ef<strong>for</strong>ts should be made to limit reporting<br />

requirements and concentrate on key measures which are strong indicators of program<br />

per<strong>for</strong>mance.<br />

Measurement protocols should be in accordance with the Environment <strong>Canada</strong> Guidance<br />

Document on Per<strong>for</strong>mance Measures and Reporting <strong>for</strong> EPR Programs (Stratos <strong>for</strong> Environment<br />

<strong>Canada</strong>, October 2007) and the report on <strong>Extended</strong> <strong>Producer</strong> Responsibility (EPR) Program<br />

Measurement and Tracking (Kelleher Environmental <strong>for</strong> <strong>CCME</strong>, January 2009).<br />

Programs should include a capture and/or recovery rate per<strong>for</strong>mance indicator that allows<br />

comparison between programs in similar product categories as a measure of program efficiency<br />

and effectiveness.<br />

Absolute collection data provides an understanding of program size and impact, but should not<br />

be used as a measure of program efficiency or effectiveness.<br />

<strong>Producer</strong>s should be encouraged to report on the design-<strong>for</strong>-environment measures they have<br />

implemented and what other actions they have taken to improve the life-cycle environmental<br />

per<strong>for</strong>mance and the recyclability of their products.<br />

Targets<br />

Programs should include measureable and quantifiable targets by product or product category<br />

established at the program outset.<br />

Targets should be phased in <strong>for</strong> identified products. Justification must be provided as to the<br />

phasing of the target.<br />

Targets should be established to ensure measurable, waste diversion and environmentally sound<br />

end-of-life management.<br />

Targets should be reviewed and revised at least every five years along with the revision of the<br />

stewardship plan.<br />
