Fund as a High priority. This project will save potable water through cost-effective water conservation measures. There is sufficient<br />
data submitted to properly evaluate the project, it is within the <strong>District</strong>'s statutory authority to fund, and it is not the result of a permit<br />
requirement or enforcement action.<br />
Description<br />
The Manatee County Utilities Department will implement Phase VI of the Indoor (Toilet) Rebate Program in FY2013. This Ultra<br />
Low-Flow Toilet (ULFT) rebate adds an indoor conservation component to the County’s existing <strong>Water</strong> Conservation Incentive<br />
Program for the County’s retail water customers (residential, multifamily and commercial/industrial). The County currently services<br />
over 90,000 potable water accounts and anticipates continued growth over the next 20 years. The objectives of the retrofit program<br />
are to reduce water demand and provide financial incentives for the replacement of an estimated 1,450 toilets during FY2013. The<br />
program addresses the Manatee County Board of County Commissioners’ policies on water conservation and is supported by the<br />
County’s water conservation rates for potable water use. Any program participant that replaces a 3.5 gallons per flush (gpf) or more<br />
toilet with an ULFT that uses 1.6 gpf or less and/or high efficiency toilet (HET), will receive up to a $100 rebate for each toilet with a<br />
maximum limit of two toilets per dwelling unit. This program will also focus on educating the new low-volume toilet owners on the<br />
proper maintenance, specifically flappers and leak detection, necessary to ensure that each toilet remains a water conserving<br />
fixture. Rebate payments are subject to the recipient’s submittal of the completed application, documented cost and will be<br />
distributed after personal inspection of the completed installation and verification that the old toilets are ready for disposal.<br />
Benefits<br />
The estimated total water savings value over the 20 year life of the project is 25,897 gpd.<br />
Costs<br />
The total cost of the project is $217,500. The County is requesting $108,750 from the <strong>District</strong>. The total cost/benefit of this project is<br />
estimated to be $2.31 per k/gallons.<br />
Additional Information<br />
Manatee County's overall water conservation program includes existing metering and loss reduction programs, water<br />
conservation rate structures, urban and agricultural reclaimed water irrigation supply, public education, SWUCA based level of<br />
service for water supply at 110 gpfcpd, land development codes requiring non-potable sources for irrigation in new developments,<br />
water supply protection ordinances and the use of aquifer storage and recovery for potable and potentially reclaimed waters.<br />
