H085 Design & Construction - Charlotte's East/West Systems Interconnects Project Type AORs Water Supply WS&R Dev. Strategic Initiatives Reclaimed Water Charlotte County Utilities, Charlotte County Cooperator(s) Project Manager Scott McGookey Task Manager(s) Status Proposed Recommendation Fund as a 1A priority. This project will regionalize Charlotte County's reclaimed water system by interconnecting the wastewater treatment facilities and providing the ability to move flows from areas of low demand to areas of high demand, while taking full advantage of seasonal and diurnal storage within the system. As a result, reclaimed water flows can be maximized throughout the service area. The project is consistent with the District's objectives by using an alternative water source to offset potable water use. This project is located in the Southern Water Use Caution Area (SWUCA). There was sufficient information provided to evaluate the project and the cooperator has confirmed the necessary matching funds have been budgeted. This project is within the District's statutory authority to fund and is not the result of a permit requirement or enforcement action. Description This regional alternative water supply project will design and construct a new reclaimed water transmission line to interconnect the east and west service areas of Charlotte County's RW system. This regional project consists of the design and construction of 17,500 linear feet of 12-inch diameter reclaimed water transmission main that will connect to a transmission line previously constructed as part of Cooperative Funding Initiative Project Number H027. The transmission line continues from the existing transmission line on the Myakka River Bridge to reclaimed water storage and pumping facility located on the site of the West Port Wastewater Reclamation Facility (WRF) in the western part of the county. This project will complete the regional line enabling the county to move reclaimed water flows from an area of lower demand in the east to an area of higher demand in the west. The project also involves the design and construction of 1,075 gpm reclaimed water pump station and a 5 MG lined reclaimed water storage pond, increasing the pond storage from 10 MG to 15 MG, at the West Port WRF site. These facilities are necessary to consistently meet the reclaimed water demand of existing customers. Benefits This project will regionalize Charlotte County's reclaimed water system by interconnecting the wastewater treatment facilities and providing the ability to move flows from areas of low demand to areas of high demand, while taking full advantage of seasonal and diurnal storage within the system. As a result, reclaimed water flows can be maximized throughout the service area. Costs The total cost of this project is estimated to be $2,800,000. The Peace River Basin and Governing Boards are requested to fund 50 percent, or $1,400,000. Funding in the amount of $400,000 ($200,000 from the Peace River Basin and $200,000 from the Governing Board) were budgeted in FY2010 and $500,000 ($250,000 from the Peace River Basin and $250,000 from the Governing Board) in FY2011. The District budgeted $250,000 in FY2012. The Governing Board approved the use and transfer of $170,900 in WPSTF to this project from the cancelled Charlotte County Reclaimed Water ASR Project (L215) in February 2012. The County has requested the remaining $164,550 needed for the project from the District in FY2013. No cost-benefit is calculated for this project, as it will be associated with other RW projects this interconnect will support. Additional Information This project completes the regional trunk line that will permit transmission of public access reclaimed water from the East Port WRF located in Central County to the Rotunda WRF located on the Cape Haze peninsula which is connected to the West Port WRF via an existing transmission main. The project is to be constructed in three stages: Stage 1 construction will complete the transmission main to the West Port WRF; Stage 2 will increase the pumping capacity at West Port from the current 425 gpm to approximately 1,500 gpm and will also provide piping and metering at the West Port WRF to permit pumping of reclaimed water back across the Myakka River to users located in Central County on SR 776 whenever necessary; Stage 3 will consist of construction of the 5 MG reclaimed water storage pond. Of the total project cost of $2,800,000, approximately 89 percent ($2,500,000) is expected to be needed for construction, and the remainder ($300,000) for design and administration. 4

The County has started design for the 12 inch reclaimed water line in Stage 1 but has experienced delays due to weather and other work assignments. The County has decided to include a wastewater force main and water line to Stage 1. The design for Stage 1 is now complete. Plans and specifications were approved by the District January 6, 2012. The bid package is under development. The County hired Stantec to design Stage 2 (Pump Facility) and Stage 3 (Storage Pond) on July 21, 2011. Both Stages 2 & 3 are now under design. A revised project milestone schedule was approved January 13, 2012. To date, $1,150,000 has been budgeted, of which $0 has been reimbursed. 5
