Not Recommended for funding. Funds for this project were initially budgeted by the <strong>District</strong> in FY2007 but the funds were lapsed<br />
after the project was suspended in favor of the Phase 1A Interconnect (H069). The <strong>District</strong> supports regional interconnects and<br />
expanding the use of potable alternative supplies but the project is not recommended for funding due to no Authority<br />
customer/member providing matching funds.<br />
Description<br />
The <strong>Region</strong>al Integrated Loop System is a multi-phase project to develop a regional water transfer and delivery system for existing<br />
and future water sources to demand centers within the Peace River Manasota <strong>Region</strong>al <strong>Water</strong> Supply Authority's (Authority)<br />
four-county region. The Phase 1 Interconnect project would provide regional loop transmission capacity to DeSoto County along<br />
the US-17 corridor southward through Charlotte County and interconnect with the City of Punta Gorda's Shell Creek water treatment<br />
facility. The project would provide regional water supply to future development in the Sun River Utilities service area (as a customer<br />
of DeSoto County Utilities) and would establish rotational flow capacity with the City of Punta Gorda. The Phase 1 project includes a<br />
total of 6 miles of 24-inch diameter transmission main extending the Authority's 20-inch regional transmission line along US-17<br />
southward to the Shell Creek facility. The design flow capacity is 2 mgd (based on June 2006 Scope of Services.)<br />
Benefits<br />
Development of this transmission system will assist in achieving the regional resource management and water supply goals<br />
within the four-county area including: maximizing use of surface water for public supply; providing rotational capacity and the ability<br />
to blend and rest sources; providing reserve capacity for emergency transfers; providing alternatives to the development of<br />
groundwater in the <strong>Southern</strong> <strong>Water</strong> Use Caution Area (SWUCA); and optimizing financial investments in water supply infrastructure<br />
on a regional basis. The use of alternative sources via maximizing surface water for public supply is consistent with the <strong>District</strong>'s<br />
<strong>Region</strong>al <strong>Water</strong> Supply Plan (SWFWMD, December 2006), the SWUCA recovery strategy, and the provisions of Senate Bill 444.<br />
Costs<br />
The total estimated project cost is $11,500,000. The Authority has requested $5,750,000 from the <strong>District</strong> in FY2013. The <strong>District</strong><br />
budgeted funding in FY2007 but the funding was allowed to lapse at the end of that year. The lapsed funds are represented below<br />
under "Cumulative Transfers." No further funding has been budgeted because the Authority has not secured a partnership to<br />
provide a matching share. Prior Authority funding of $1,000,000 shown below represents completed design work for this project.<br />
Future funding is contingent upon approval of such amounts by the <strong>District</strong> Governing Board and in the annual budget.<br />
Additional Information<br />
The Phase 1 segment was conceived during the development of the Authority's <strong>Region</strong>al Integrated Loop System Feasibility /<br />
Routing Study in 2005. The Authority began project engineering and design activities in December 2005. In June 2006, project<br />
Phase 1A (H069) was combined with a Charlotte County project (L636) for an emergency interconnect crossing the Peace River<br />
and is currently under construction. The Authority withdrew their FY2007 cooperative funding request for Phase 1 in June 2007, but<br />
continued their Phase 1 design work through its completion in 2008. In December 2009, the Authority authorized an update of the<br />
Phase 1 design plans to accommodate road widening and stormwater pond installations along US-17. The Phase 1 interconnect<br />
could potentially provide additional capacity to DeSoto and Charlotte counties and would create delivery options for the Sun River<br />
development area. Completion of both Phase 1 and Phase 1A may establish rotational capacity between the SCWTF and the<br />
Peace River WTF to increase reliability, assist with Shell Creek MFLs, and help maintain residual chlorine levels.<br />
