2005 <strong>Estimated</strong> <strong>Water</strong> <strong>Use</strong> <strong>Report</strong><br />

"Population." "Unadjusted Gross Per Capita<br />

<strong>Use</strong>" is generally considered to be populationrelated<br />

withdrawals of water associated with<br />

residential, business, institutional, industrial,<br />

miscellaneous metered, and unaccounted<br />

uses. It is important to note that in previous<br />

editions of <strong>Estimated</strong> <strong>Water</strong> <strong>Use</strong>, "Unadjusted<br />

Gross Per Capita <strong>Use</strong>" was simply called "Gross<br />

Per Capita. All Public Supply permits have an<br />

"Unadjusted Gross Per Capita <strong>Use</strong>" value<br />

identified in Column Eleven.<br />

"Significant <strong>Use</strong>" is defined as an individual<br />

non-residential customer using 25,000 gallons<br />

per day or greater on an annual average basis,<br />

or an individual non-residential customer<br />

whose use represents greater than five<br />

percent of the utility's annual water use.<br />

"Significant <strong>Use</strong>" is reported under Column<br />

Twelve.<br />

"Environmental Mitigation" refers to quantities<br />

permitted by the District which allow for the<br />

pumping of water to a specific area for nonconsumptive<br />

environmental purposes. These<br />

values are reported under Column Thirteen.<br />

"Gross Per Capita" refers to a populationrelated<br />

water use which allows for the<br />

deduction of "Significant <strong>Use</strong>" and<br />

"Environmental Mitigation" and can be found<br />

in Column Fourteen. "Gross Per Capita" is a<br />

value that only applies to those permits<br />

located within a WUCA as stated in Chapter<br />

Seven of the Basis of Review of the <strong>Florida</strong><br />

Administrative Code, Rule 40D-2.091. If a<br />

permit is not located within a WUCA, no value<br />

is shown but it is important to note that the<br />

calculation of gross per capita is the best<br />

measure of service-area-population-based<br />

residential and commercial water use<br />

efficiency. "Gross Per Capita" = ("Gross <strong>Use</strong>"<br />

minus "Significant <strong>Use</strong>" minus "Environmental<br />

Mitigation") divided by "Population."<br />

"Reuse/Desalination Credit" is best explained<br />

by separating the two available credits. A<br />

"Reuse Credit" is identified if a utility provides<br />

reclaimed water to customers outside of its<br />

service area. The purpose of the credit is to<br />

provide equity between utilities that provide<br />

reclaimed water to customers within their<br />

service area, which tends to reduce per capita<br />

usage, and those that provide reclaimed water<br />

to non-service area customers, which does not<br />

reduce per capita water usage. The "Reuse<br />

Credit" is equal to the amount of water that<br />

would be permitted for a freshwater<br />

withdrawal for that use.<br />

The "Desalination Credit" is an incentive to<br />

develop desalinated water sources. The<br />

"Desalination Credit" is equal to 50 percent of<br />

the finished water produced from<br />

desalination. Both credits are identified under<br />

Column Fifteen. At this time, both the "Reuse<br />

and Desalination Credits" are only valid if a<br />

permit is located within a WUCA. However, if<br />

a permit submitted information to the District<br />

claiming they met the guidelines to either type<br />

of credit (even though they are not located<br />

within a WUCA), the value of the credit is<br />

shown but no "Compliance Per Capita" is<br />

calculated.<br />

"Compliance Per Capita" is a population-related<br />

water use which allows for the deduction of<br />

"Significant <strong>Use</strong>," "Environmental Mitigation,"<br />

and a "Reuse/Desalination Credit."<br />

"Compliance Per Capita" is a value that only<br />

applies to those permits located within a<br />

WUCA and is calculated in Column Sixteen.<br />

For those permits falling outside of a WUCA,<br />

no value is shown. The formula is as follows:<br />

"Compliance Per Capita" = ("Gross <strong>Use</strong>" minus<br />

"Significant <strong>Use</strong>" minus "Environmental<br />

Mitigation" minus "Reuse/Desal Credit") divided<br />

by "Population."<br />

Interpretation of Table A-2<br />

As part of the requirement of permits located<br />

within WUCA boundaries, each Public Supply<br />

permit holder must provide the District with<br />

information regarding their service area. The<br />

utility's water distribution must be categorized<br />

into the following areas by percentage:<br />

Agricultural, Industrial/Commercial,<br />

Mining/Dewatering, Residential,<br />

Recreational/Aesthetic, Fire/Other, and<br />

unaccounted for water. All non-WUCA<br />

permits submitting this information are done<br />

on a voluntary basis. Permittees who did not<br />

submit data to the District appear with an<br />

<strong>Southwest</strong> <strong>Florida</strong> <strong>Water</strong> Management District<br />
