(5) GROSS USE (also called "finished") = (withdrawal) + (import) - (export) - (treatment loss).<br />

(6) UNADJUSTED GROSS PER CAPITA = (gross use) / (population). Population-related withdrawals associated with residential, business, institutional, industrial,<br />

miscellaneous metered, and unaccounted water uses are applicable to all public supply permits.<br />

(7) SIGNIFICANT USE = Applicable in the NTBWUCA and SWUCA only. NTBWUCA: Individual non-residential water customer, excluding golf courses, that on an annual<br />

average basis uses greater than 25,000 gallons per day or a quantity that is greater than five percent (5%) of the utility’s annual average water use. If deducted, they<br />

must be documented and accompanied by a water conservation plan specific to the use(s) deducted. See Chapter 7, Section 7.3 of the BOR. SWUCA: There are five<br />

options: A: Single Significant <strong>Use</strong>; B: District-Wide Percent I/C <strong>Use</strong>; C: Combined Regional Government and Higher Education Facilities; D: Individual Regional Health<br />

Facilities, E: Individual Industrial/Commercial Facilities Where <strong>Water</strong> Is the Primary Ingredient or Final Product. Definitions and exclusions of each type are given in the<br />

BOR, Chapter 3, Section 3.6.<br />

(8) ENVIRONMENTAL MITIGATION = Annual average quantities used by a utility to mitigate withdrawal-related stress to a specified environmental feature as required by<br />

the utility’s <strong>Water</strong> <strong>Use</strong> Permit (WUP).<br />
