BUPERSINST <strong>1710.16</strong><br />

1. Purpose. To provide policy <strong>and</strong> guidance for the<br />

administration <strong>and</strong> management of afloat recreation services <strong>and</strong><br />

funds, <strong>and</strong> to support shipboard nonappropriated fund<br />

instrumentalities as described in reference (a) using accounting<br />

procedures as directed in reference (b). This instruction is a<br />

complete revision <strong>and</strong> should be reviewed in its entirety.<br />

2. Cancellation. NAVMILPERSCOMINST 1710.3A.<br />

3. Policy <strong>and</strong> Scope. The policy of the Navy is to provide naval<br />

personnel <strong>and</strong> their family members with programs which<br />

effectively contribute to their quality of life. The Navy<br />

recognizes the importance of the fleet recreation program in<br />

enhancing morale, enriching leisure time, <strong>and</strong> improving the<br />

fitness of personnel assigned to the fleet. The policy <strong>and</strong><br />

guidance set forth in this instruction is applicable to all ships<br />

maintaining a ship recreation fund.<br />

a. Enclosure (1) provides guidance for the administration<br />

of the afloat recreation program.<br />

b. Enclosure (2) provides guidance for the financial<br />

management of the afloat recreation program.<br />

c. Policy <strong>and</strong> guidance for the procurement <strong>and</strong> management<br />

of shipboard recreation property is contained in enclosure (3).<br />

d. Enclosure (4) provides guidance for the uses of<br />

appropriated <strong>and</strong> nonappropriated shipboard funds.<br />

4. Responsibilities<br />

a. Chief of Naval Personnel (Pers-651) shall:<br />

(1) Develop <strong>and</strong> provide policy guidelines regarding the<br />

administration of afloat recreation programs.<br />

(2) Monitor program operations to ensure compliance with<br />

established policies, procedures, <strong>and</strong> guidelines set forth in<br />

this instruction.<br />

(3) Provide technical assistance <strong>and</strong> training to comm<strong>and</strong>s.<br />
