b. To determine if required letters of designation <strong>and</strong><br />

authorization are available <strong>and</strong> current.<br />

3. Audit Steps<br />

a. Background information. Review all reports of audits,<br />

examinations, inspections, <strong>and</strong> surveys by the audit board, type<br />

comm<strong>and</strong>er, <strong>and</strong> other activities for the previous six months.<br />

Determine trends, problems, <strong>and</strong> corrective actions proposed, <strong>and</strong><br />

appraise the adequacy of the actions taken. Note any significant<br />

open or unresolved items. (Does it appear the problem will be<br />

resolved?) When reporting a continuing deficiency in the current<br />

report, reference may be made to the other reports.<br />

b. Policy. Obtain <strong>and</strong> review this instruction <strong>and</strong><br />

references (a), (b) <strong>and</strong> (h) <strong>and</strong> verify that they are available<br />

for the use for the Recreation Services Officer <strong>and</strong> the<br />

Recreation Fund Custodian.<br />

c. Authorization. Obtain <strong>and</strong> review the following letters<br />

of appointment <strong>and</strong> verify that these documents are on file <strong>and</strong><br />

signed by the comm<strong>and</strong>ing officer:<br />

(1) Recreation Services Officer. The officer must be a<br />

commissioned officer or qualified chief petty officer, <strong>and</strong> cannot<br />

be a member of the Chaplains’ Corps. The letter should state the<br />

duties of the position <strong>and</strong> other pertinent information that will<br />

assist the appointee in the performance of their duties.<br />

(2) Recreation Fund Custodian. This appointment cannot<br />

be made to a member of the Chaplains’ Corps or to an officer<br />

assigned duties involving the disbursement of public funds. Any<br />

other qualified officer or chief petty officer may be appointed.<br />

The letter should state the duties of the position <strong>and</strong> other<br />

pertinent information that will assist the appointee in the<br />

performance of their duties.<br />

(3) Recreation Council. The council will include at<br />

least three commissioned officers, if available, one of whom<br />

shall be the Ship’s Store Officer. If qualified officers are not<br />

available, Chief petty officers may be appointed.<br />

(4) Recreation Committee. The Recreation Committee<br />

will be comprised of at least three enlisted members. Efforts<br />

should be made to ensure that all interests, including minority<br />
