Lakes, rivers and mountains Management of the Waikato River The Waikato River Treaty of Waikato settlement enables the Crown and river iwi to jointly govern, protect and restore the Waikato River and its tributaries, because the mauri and mana of the river are indivisible from the mauri and mana of the people. In 2012/13, Council developed a draft joint management agreement for a section of the river and its tributaries with Te Arawa River Iwi Trust. Council is also talking with Ngāti Raukawa and Tūwharetoa about formal joint management agreements to protect the Waikato River. Nitrogen funding – protecting Lake Taupō Taupō District Council, Waikato Regional Council (WRC) and the Crown agreed to fund the Protecting Lake Taupō project for 15 years, with a $72.4 million funding package*. Local government agreed to fund 55% ($39.8 million*) and central government would fund the remaining 45% ($32.6 million*). However, in 2012 the Environment Court changed the Variation 5 rules in the regional plan. As a consequence, the target for reducing the manageable nitrogen leaching from pastoral land increased from an estimated 153 to 183 tonnes each year. WRC has bench marked the nitrogen discharges from all properties in the catchment that are bigger than 20ha, and has confirmed that the target only needs to increase to 170 tonnes – which is an additional 17 tonnes of nitrogen removal that must be funded to complete the project. At the current nitrogen price ($400,000 tonne) the three partners need to provide $6.8 million* in additional funding ($3.74 million* from local government and $3.06 million* from central government). Taupō District Council and WRC have sufficient funding in reserves to meet their shares of the additional cost but we are waiting for the Crown to confirm how it will pay its share. * All dollar amounts quoted are excluding GST. Lake Taupō lies at the heart of the District and is internationally recognised for the clarity of its water and the beauty of its setting. Protecting the Lake for future generations is an important focus of Council’s work in partnership with central government, the Waikato Regional Council and Tūwharetoa. We will continue to be involved in managing the way land is used to protect the values of the District’s lakes and rivers systems. What we do Council is on the committee that oversees the Lake Taupō Protection Trust, providing technical support, advocating for our communities on lake water quality issues and encouraging integrated planning for lake water quality among all the interested agencies. Council’s other commitments under the 2020 Taupō-nui-a-Tia strategy address stormwater, recreation and erosion. The Lake Taupō Erosion and Flood Strategy, is a joint project with the Waikato Regional Council to address the impact of erosion around the Lake. Council has agreed funding for some projects because of erosion impacts on our lakeshore reserves. What we plan for 2013/14 • Continue our commitment to Protecting Lake Taupō. • Repair existing erosion infrastructure around the northern shores. • Continue to develop joint management agreements with Ngāti Raukawa and Tūwharetoa; and continue to develop the current agreement with Te Arawa River Iwi Trust. • Continue to ensure the Turangi wastewater plant operates optimally to remove nitrogen from flows into the Lake. What’s different from the LTP Services under this activity are the same as in the LTP 2012.
