statement of compliance Statement of Compliance The Council and management of Taupō District Council confirm that all the relevant statutory requirements of part 6 of the Local Government Act 2002 have been complied with. The Council and management of Taupō District Council accept responsibility for the preparation of the Draft Annual Plan and the prospective financial statements presented, including the assumptions underlying the prospective financial statements. This Annual Plan commences on 1 July 2013. The Council and management do not intend to update these prospective financial statements subsequent to adoption on 25 June 2013. what council will do this year What Council will do this year New projects in this Annual Plan – that were not in the LTP for this year Community services • Purchase generators for the two main welfare centres in Taupō township, for use in the event of a major disaster – this is part of a region-wide plan ($590,000). • Establish a District Licensing Committee – this is required under the new Sale and Supply of Alcohol Act 2012. • Implement our parts of the Building Amendment Act – legislation about earthquake prone buildings that is expected to come into force before Christmas 2013. Water • Ensure security of the water supply at Bonshaw Park, by completing the agreed works – probably a new bore for the community. Community Facilities • AC Baths – add a further $236,000 for the new pool liner for the main leisure pool and learn to swim pool. • Turangi revitalisation – bring forward $200,000 from next year for stage 2 (skatepark, etc). • Design and build public toilets at Mangakino Cemetery and Whakamaru ($70,000). Wastewater • Work to optimise the Turangi wastewater treatment plant, which works to remove nitrogen for the entire District ($1 million). • Upgrade the Kinloch and Whareroa wastewater disposal fields to meet new resource consent conditions ($510,000 and $350,000 respectively). Projects that Council has delayed or removed • The Waitahanui water treatment plant upgrade has been delayed because the water has high levels of silica. Council is now conducting trials with three other processes (ion exchange, ferric chloride dosing followed by media filtration, and direct cartridge filtration) to find a cost-effective water treatment solution. • Wharewaka East reservoir and pump station has been delayed due to developer timing changes ($2.1 million). Business as usual services Council will continue to deliver • Provide water, wastewater, and stormwater services. • Look after our parks and reserves, and all the other community facilities (libraries, Great Lake Centre, Owen Delany Park, etc). • Take care of rubbish, litter and solid waste. • Maintain our roading, cycle and footpath network (including widening four short sections of Poihipi Rd because of safety issues). • Work to secure central government funding for their share of nitrogen removal from Lake Taupō (additional $3.06 million excl GST). • Provide regulatory services (animal control, parking, liquor, gaming, food etc). • Work with communities to support their growth, and to develop as they want. • Invest in economic development throughout the District. Stormwater • Start work to fix damage to the Paenoa Road overland flow path. Economic Development • Develop a community events equipment resource (trailer, marquee, etc.) for community events and other small or start up events. our neighbourhood, our future 7
