- 22 - 1.42. The RCA will conduct regular Level -1 and Level – 2 exercises/Mockdrills in accordance with OSREG for oil / marine pollution response exercises as part of annual training programme. It is intended for continuous improvement of the contingency plans and the response system to involve all the stakeholders in an area level exercise / local level exercise like ports, oil handling companies, Sub contracted parties, Oil Spill Removal Organisation (OSRO), Coastal State Authorities including Pollution Control Boards and make the respective contingency plan holder responsible for addressing any issues that may arise. Exercise Contingency Plan Components 1.43. The following are the basic plan components that will be exercised during Level 1 and Level 2 exercise programme. (a) Organisation (b) Notifications (c) Staff mobilizations (d) Equipment / material mobilization (e) Operational Response (f) Discharge control (g) Assessment of discharge (h) Protection of sensitive areas (i) Containment of discharge (j) Recovery of spilled oil (k) Disposal of recovered material (l) Protection of personnel engaged in spill response (m) Response Support (n) Communication (o) Immediate mobilisation of sea assets for marine pollution response (p) Equipment maintenance and support (q) Participation of other resource agencies with assets and equipment (r) Involvement of NIOT, INCOIS for spill tracking, NIO for OSD application and scientific laboratories for water sampling (s) Documentation 1.44. In certain cases, it may not be possible to exercise all the plan components at the same time. In such cases, the plan will be exercised in segments. The required exercise should be designed and developed by the coordinating units to ensure that each component of the plan is addressed and
- 23 - exercised from the evaluation of the exercises and for making necessary changes to the response plans to ensure the highest level of preparedness. Participation in Exercises 1.45. The exercises will be programmed by RCA and coordinated by Dist Headquarters / stations under jurisdiction from the stakeholders control centre in order to assess their capability on communication and response action. As far as possible all stakeholders within the area will be involved in conduct the exercise. The DOS DCP should form an umbrella plan to work up individual resource agency contingency plan and thereafter evaluation should be carried out for further amendments for improvement. Efforts should be made to involve volunteer organisation for simulating shoreline clean up measures with active participation of State Pollution Control Board, District Collectorate, Scientific Organisation etc. The revenue officials of the district will play a major role during oil spill crisis and all effort to be made to involve them in exercises and also carry out the state contingency plan actions. Level of Exercises 1.46. The level of exercises ranges from table top exercise, exercising communication links and extent upto full mobilisation and deployment of equipment. The level at which an exercise is conducted normally depends on the size, threat and likely consequences of a spill. The features of each exercise levels are:- (a) Level 1. Spill scenarios are focused on smaller, higher probability, operational type spills. The operational exercises are focused on port/oil handling company's contingency plans, their emergency operating procedures. Initial response actions, on-site equipment readiness and equipment deployment. ICG assets may be used for overall training exposure but the priority should be made to evaluate the resource agency plans and their response system. (b) Level 2. Spill scenarios involve, collision, grounding of tankers or rapture of pipelines or spill from offshore installations or FPSO units and involve the need for assistance and additional resources from outside the individual organisation. ICG assets are to be utilized in addition to mobilisation of resources from all other agencies in the area. During this exercise, salvage tugs, shoreline cleanup organizations may also be involved for evaluating response actions. The Level 2 exercise would
