- 36 - CHAPTER -II Introduction 2.1. The oil spill contingency plan envisages consideration or broad guidelines for a contingency plan. As appreciable, not all factors are necessarily relevant to a given situation and therefore selection of a response should be made with respect to those factors which are relevant and appropriate to the oil spoil. There has never been one spill like another. 2.2. Since the EROS - DCP also considers a gradual build up of pollution response potential and capability to deal with major oil spills upto 10,000 tonnes, an initial evaluation of the following strategic issues as examined in succeeding paragraphs, would provide the background and basics for formulate a contingency plan which may also impose constraints. Considering existing potential, local, national and international regulations and authorities, particularly those vested with delineated responsibilities to ascertain their capabilities and limitations in accordance with the national legislations. Maintain close and continuous liaison with identified and delineated agencies for current update on potential and capabilities of these agencies. An update of the existing pollution response contingency plans drawn up by individual field agencies is also to be periodically validated. Identify areas of potential ecological sensitivity from local and government authorities and form the field agencies within their areas of operations. Assess geographical limits for logistic for management, resource mobilization activity and positioning pollution response equipment adjacent to high risk areas of local operation for oil spill disasters. Assess land and coastal features on Eastern sea board and seasonal marine data such as tides, currents, winds, density of water, environment sensitivity etc. for facilitation of natural degradation of oil spill. 2.3. The EROS –DCP has been drawn up basically as an action oriented contingency plan for a simple yet systematic response based on two basic criteria such as overall strategy and operational plan comprising of the following phases of execution of oil spill response. Phase I: Notification (Reporting and Alerting Procedures) 2.4. Oil spill can occur anywhere on land or sea and so often with little or no warning. The first information of an oil spill may come from any one of number of sources including general public but most invariably comes from a passing
- 37 - ship or aircraft, since there exists at present no dedicated watching agency for the purpose. The agencies operating on sea or over flying sea routes are to keep sharp look out and to report any incident of oil spill expeditiously to the nearest Civil /Coast Guard authority.
