Executive Summary.<br />

Given the number <strong>of</strong> components being considered under each alternative, Table ES-2 has been<br />

developed to provide a summary comparison <strong>of</strong>land use development and buildout characteristics<br />

<strong>of</strong> the three alternatives. This table is intended to help the reader identify key characteristics <strong>of</strong> each<br />

<strong>of</strong> the three alternatives.<br />

Alternative I - LRA Reuse Plan<br />

Alternative 1 (Figure ES-5) is the alternative submitted by the LRA to DON and HUD and the one<br />

that the <strong>City</strong> <strong>of</strong> <strong>Tustin</strong> believes would best meet the community objectives <strong>of</strong> the reuse planning<br />

process. This alternative proposes a variety <strong>of</strong> housing, employment, recreation, educational, and<br />

community support uses designed to complement the existing urban character <strong>of</strong> the surrounding<br />

area and strengthen the economic base <strong>of</strong> <strong>Tustin</strong> and nearby cities. This alternative would result in<br />

4,601 dwelling units; TransitionalJEmergency Housing for the homeless; an Urban Regional Park<br />

developed around the northern blimp hangar; a large Community Core developed with mixed uses;<br />

and specialized educational, social service, and law enforcement facilities within a Learning Village<br />

campus. This alternative would also include a Golf Village with hotel and ancillary retail uses.<br />

This alternative would permit reuse <strong>of</strong> some <strong>of</strong> the existing military structures and facilities,<br />

including recreational facilities such as baseball, s<strong>of</strong>tball, volleyball, football, and soccer fields plus<br />

basketball and tennis courts. In addition, the two blimp hangars, which contain 660,416 square feet<br />

<strong>of</strong> floor area, would be adaptively used if financially feasible. The northern blimp hangar could<br />

support regional recreational activities in the form <strong>of</strong> special events center, sports center, museum,<br />

and historical aircraft restorations. The southern hangar could be reused for film production,<br />

warehouse facilities, or light industrial uses permitted by the plan. Including the hangars,<br />

approximately 1.8 million square feet <strong>of</strong> structures, plus 1,537 housing units, could be reused under<br />

this alternative.<br />

Alternative 2 - Arterial Grid PatternlNo CorelHi~h Residential<br />

This alternative proposes a variety <strong>of</strong> urban uses with a focus on enhancing housing and cultural<br />

opportunities for the residents <strong>of</strong> <strong>Tustin</strong>, Irvine, and nearby communities. The development <strong>of</strong> this<br />

alternative would result in the implementation <strong>of</strong> 6,205 dwelling units, commercial and business<br />

uses, Village Mixed-Uses, and Public Institutiona1'Commercial functions (Figure ES-6).<br />

A large Cultural Center would be developed under this alternative, and the northern blimp hangar<br />

would be incorporated, if financially feasible. This alternative would also include a golf course.<br />
