This alternative would pennit reuse <strong>of</strong> some existing military structures and facilities. The northern<br />

blimp hangar could be reused to support regional cultural activities in the form <strong>of</strong> a special events<br />

center, museum, or otherpermitled uses. The southern blimp hangar would be demolished under this<br />

alternative.<br />

Alternative 3 - Arterial Loop PatternlReserve AreaILow Residential<br />

Alternative 3 proposes a variety <strong>of</strong> urban uses with a focus on enhancing employment and cultural<br />

opportunities for the residents <strong>of</strong> <strong>Tustin</strong>, Irvine, and nearby communities. The development <strong>of</strong> this<br />

alternative would result in 4,340 dwelling units and a high degree <strong>of</strong> commercial development<br />

(Figure ES-7). A large Cultural Center on 87 acres would be developed under this alternative and<br />

would incorporate the northern blimp hangar, if financially feasible. This alternative also would<br />

include a 179-acre mixed-use Reserve Area, and a large golf course (187 acres). The Reserve Area<br />

would include residential, commerciallbusiness, and institutional uses in large-scale development.<br />

This alternative could include reuse <strong>of</strong> some existing military structures and facilities. The northern<br />

blimp hangar could be adaptively reused for activities related to the cultural center. The southern<br />

blimp hangar would be demolished.<br />

ES-8 AFFECTED ENVIRONMENT<br />

This EISIEIR provides a description <strong>of</strong> the existing enviromnental conditions in the reuse plan area.<br />

This document describes existing conditions for the following resource categories: land use;<br />

socioeconomics; public services and facilities; aesthetics; cultural and paleontological resources;<br />

biological resources; agricultural resources; soils and geology; water resources; hazardous wastes,<br />

substances, and materials; traffic; air quality; and noise.<br />

ES-9 ENVIRONMENTAL CONSEQUENCES<br />

This EISIEIR evaluates the potential enviromnental consequences <strong>of</strong> the decision to dispose <strong>of</strong><br />

Marine Corps property and the proposed reuse <strong>of</strong> MCAS <strong>Tustin</strong> by the cities <strong>of</strong> <strong>Tustin</strong> and Irvine.<br />

The report compares potential enviromnental impacts with NEP A and CEQA impact significance<br />

thresholds for each enviromnental resource category mentioned in the foregoing "Affected<br />

Enviromnent" section. For the purposes <strong>of</strong> the Navy's NEPA analysis, direct enviromnental<br />

consequences are those associated with the Navy's disposal action and the No Action Alternative,<br />

and indirect enviromnental consequences are those associated with the reuse <strong>of</strong> MCAS <strong>Tustin</strong><br />
