Helping our partners recruit
and retain talent

Foreword
People who help others in need, as is the case in
United Nations organizations, non-governmental
organizations, governments and others, deserve to
receive the most professional HR support and the
most relevant HR advice.
If we want these people to make a real impact through
their development, humanitarian or peace-building
work, they must be carefully selected, constantly
motivated and kept informed about their rights and
duties, in order to make a real impact. To maintain
their performance at a high level, they should be
regularly evaluated, encouraged, and kept abreast of
the latest professional developments.
Drawing on three decades of experience managing
international and local personnel in developing
countries throughout the world, UNOPS can offer a
full range of proven HR instruments and solutions to
help its partners do all of the above. UNOPS already
provides a range of high-quality, cost-effective HR
management services to United Nations bodies, such
as the UN Development Programme and the UN
Refugee Agency, as well as national governments and
other partners, such as Millennium Promise.
Do you need to find talented staff quickly? UNOPS
has a ready-made roster and bespoke online
recruitment system. Are you looking for a simple,
flexible and affordable contract modality? Consider
our well-regarded Individual Contractor Agreement.
Do you need to improve staff morale and encourage
top performance? UNOPS can offer you a full
recognition, rewards and sanctions package. In
addition, UNOPS can also provide state-of-the-art
systems which have been developed to simplify the
most common, useful HR processes, such as online
leave management, workforce planning and more.
By outsourcing HR management support to UNOPS,
or by purchasing an individual HR service ‘in a box’,
our partners can focus on their core objectives, while
being confident their most valuable resource, their
human capital, will be taken care of by specialists.
This brochure provides a brief introduction to the HR
services UNOPS can provide for its partners, to help
them recruit, retain, and motivate these people who
work for others.
UNOPS and human resources
This brochure is a guide to the human resources services UNOPS offers its partners.
From recruitment and screening, contract and benefit administration, to performance
management and training, UNOPS provides tailor-made human resources services and
advice.
For 30 years, we have successfully provided such services both in-house, to our own team
of more than 6,000 employees and externally, to key players in the development industry.
Working in more than 80 countries, often in post-conflict or disaster zones, UNOPS can rely
on a global team of HR experts with the know-how to adapt these services to our partners’
specific needs.
Who we are
UNOPS supports a range of partners in the
implementation of around $1 billion worth of
peacebuilding, humanitarian and development
projects every year. We are a central resource for
the United Nations system and its partners, providing
project support services that range from managing
the construction of roads in Afghanistan to delivering
recruitment services for mine action operations in postconflict
areas.
Following a logical path from recruitment to on-the-job
training, this brochure illustrates how UNOPS can assist
its partners in recruiting and retaining talented people.
By highlighting how UNOPS itself makes use of these
systems, other organizations can get a sense of how
they too can benefit from a tailored version of UNOPS
proven HR services.
UNOPS is a not-for-profit organization that works in
some of the world’s hardest to reach places, despite
the security and logistical challenges. We support
around 1,000 projects for our partners at any given time,
contributing significantly to the results on the ground.
Using this guide
UNOPS provides high quality human resources
management services to its partners, whether they are
United Nations organizations, international financial
institutions, governments or non-governmental
organizations. These services can range from one-off,
customized solutions to long-term HR management
support.
UNOPS offers stand-alone services to manage selection
and recruitment processes, including designing
terms of reference, writing and publishing vacancy
announcements, performing pre-employment screening,
interviewing applicants and negotiating contract terms.
We can manage the full recruitment process, or
alternately partners can be given access to the profiles
in our new online recruitment tool, the Global Personnel
Recruitment System, gprs.unops.org, so they can carry
out the recruitment themselves.
Built by UNOPS for use
in the humanitarian and
development environment,
the system streamlines
all internal and external
recruitment as well as
organizes a pool of experts
quickly
This allows our partners to draw from a strong selection
of candidates and fill their vacancies quickly, while still
complying with United Nations policies on transparency
and accountability. Once partners have carried out
the selection process, UNOPS can also issue and
administer a contract.
Online recruitment system
The Global Personnel Recruitment System has been
designed to simplify and speed up the application
process, allowing applicants to create and save a
personal profile and use this to apply to multiple
positions.
Candidates use the recruitment system to apply for
current vacancies, or to register for the roster in order
to be considered for upcoming positions. Job profiles
in the roster cover all areas of project support and
implementation. More can be added on request.
The Global Personnel
to create and save a personal
profile and use this to apply to
multiple positions. Users can
then monitor the status of their
applications by logging into
their account.
The tool also allows UNOPS
to build rosters for specific job
profiles, as required by our
partners.
When UNOPS is asked to recruit, hiring managers
use the roster to identify qualified applicants who are
then personally invited to confirm their availability and
interest. This provides an opportunity for applicants to
submit a specific cover letter, or update their personal
profile with any further qualifications or skills. Our
partners can also choose to advertise a particular
position publicly within the system.
Job seekers can search the system for vacancies, or
to see the types of job profiles included in the roster,
without first having to create an account.
The roster can also be used to recruit under a
contractual modality called the Individual Contractor
Agreement (see page 11), developed by UNOPS to
offer flexibility and speed for non-core services at all
levels. The advantages of this contract are the range
of entitlements that can be selected for personnel,
its flexibility in application, and that the Individual
Contractors selected via our online roster can be
deployed within a matter of days.
UNOPS is experienced in recruiting a
diverse set of candidates from a wide
range of backgrounds. By using our
tailor-made tools, we can simply and
quickly hire personnel in any location
“
The Global Personnel Recruitment System removes the need to
Tailor-made online tools for the development environment
UNOPS offers a range of bespoke online tools,
tailor-made for the development environment,
which help our partners recruit, manage
performance and administer benefits. These tools
are easy to customize as needed, offering greater
flexibility than a ready-made tool.
Drawing from 30 years’ experience implementing
humanitarian and development projects on
For example, our tools make allowances for the
Pre-employment screening is
undertaken after the successful
candidates have been identified,
but prior to issuing the final
contract. This allows us to assist
our partners in recruiting the
right people for the job, reducing
the risk of consequences later.

Pre-employment
screening
UNOPS offers pre-employment screening to help our
partners ensure their personnel comply with the highest
standards of professional conduct and have a history
clear of any criminal or fraud-related records.
Our pre-employment screening service is designed to
evaluate candidates applying for key decision-making
positions. Screening for security clearance requires
rigorous checks of the individual’s history at both
national and international levels. This applies to staff as
well as contractors, if their role requires representation
of the organization or its partners.
Pre-employment screening is undertaken after the
successful candidates have been identified, but prior to
issuing the final contract. The screening is conducted by
a specialized business partner who investigates criminal
records, past professional integrity, law suits and any
other intelligence services relevant to the employer’s
needs.
Individual
Promoting integrity
The concept of integrity is deeply ingrained in the United Nations Charter – the
document that guides UNOPS in applying the highest ethical standards to all of
its work. These values are essential for safeguarding the livelihoods, well-being
and security of the women, men and children for whom the United Nations
works to make the world a better place.
By introducing a pre-employment screening service, UNOPS is helping to lead
the way in preventing possible fraud and abuse, while promoting ethical and
professional integrity among its partners and within the broader United Nations
system. We recognize that the risk of fraud and any associated costs to an
organization’s integrity can be significantly reduced by strategic investment in
pre-employment screening from the very start of the recruitment process.
The cost you pay upfront for pre-employment screening is minimal
compared to the price of hiring the wrong person. The risk to security is
organization’s reputation, create safety concerns for personnel and cause
partners and beneficiaries to lose faith.
contractor
administration
UNOPS has developed a specialized contract modality,
the Individual Contractor Agreement (ICA), to fit the
needs of the projects we implement and the partners
we support.
The standard cost of an ICA is considerably lower than
the proforma cost of staff positions, while individual
contract holders often enjoy higher take home pay and
basic benefits. Recruiters determine wages by using
a fee-setting tool, which identifies comparable salary
ranges for the position. The salary is fixed for the
duration of the contract, which could range from one
hour up to five years.
The ICA is the most highly sought-after human resources
product among UNOPS partners. This type of contract
is easy to understand, quick and non-bureaucratic
to administer and provides fair and basic benefits to
contract holders, which can be adjusted in line with our
partners’ needs and budget constraints.
The ICA is available in two categories: support and
specialist, and is offered as an international or national
contract. UNOPS issues and administers the ICA
on behalf of its partners in a variety of sectors and
industries.
The contract is suitable for short-term or temporary
employment, for jobs limited by a project’s duration or for
roles unrelated to the primary focus of the organization.
Our policy is purposely
geared for use in the
development sector
and international
environments. It is also
linked with other HR
policies such as our
training and professional
certifications programme
(see page 17), to help
ensure the performance
management process is
meaningful for supervisors
and their personnel.
97%
completion rate
for performance
evaluations within
UNOPS. Our
experience engaging
our own staff can help
your organization
boost its compliance.
Accessible to both supervisors and their personnel, the
online process follows a schedule that identifies when
the various steps should be completed.
Our transparent system helps managers conduct
ongoing reviews and identify areas in need of
development, as well as gives precise assessments of
achievements.
The online tool comes in two slightly different forms:
the Performance and Results Assessment (PRA) for
fixed-term staff and the simpler Performance Evaluation
Report (PER) for those on an Individual Contractor
Agreement.
Using these systems, our partners can document
milestones and record information on their performance
evaluation progress, or task UNOPS with conducting the
monitoring and evaluation activities.
The participation of
personnel and supervisors
in a regular performance
appraisal process is
important for continued
professional development,
and ensuring that workplace
performance is aligned with
the organization’s priorities.
By choosing to adopt
a tailored version of our
performance management
system, our partners can
better maintain consistent
and objective evaluation
processes across their
respective organizations.
Recognition, rewards and sanctions
To support managers in conducting more meaningful
performance evaluations, we also offer a recognition,
rewards and sanctions package.
The policy aims to celebrate both individual and team
contributions, with the belief that rewarding strong
performers helps raise morale, increase productivity and
retain talent.
Recognition awards can be given in a range of areas as
required by our partners’ specific needs (see examples
below). Merit awards are presented on the basis of net
revenue targets, encouraging the efficient use of our
partners’ resources.
In addition to recognizing excellence, the policy also
addresses under-performance by providing objective,
fair and consistent sanctions to personnel not reaching
their full potential.
Sanctions can be used to connect promotion with
improvements in performance and behaviour, leading to
increased productivity and team morale.
We help our partners devise their own awards to
encourage behaviour that is relevant to their goals.
