The Global Personnel<br />

Recruitment System has<br />

been designed to simplify<br />

and speed up the application<br />

process, allowing applicants<br />

to create and save a personal<br />

profile and use this to apply to<br />

multiple positions. Users can<br />

then monitor the status of their<br />

applications by logging into<br />

their account.<br />

The tool also allows <strong>UNOPS</strong><br />

to build rosters for specific job<br />

profiles, as required by <strong>our</strong><br />

partners.<br />

When <strong>UNOPS</strong> is asked to recruit, hiring managers<br />

use the roster to identify qualified applicants who are<br />

then personally invited to confirm their availability and<br />

interest. This provides an opportunity for applicants to<br />

submit a specific cover letter, or update their personal<br />

profile with any further qualifications or skills. Our<br />

partners can also choose to advertise a particular<br />

position publicly within the system.<br />

Job seekers can search the system for vacancies, or<br />

to see the types of job profiles included in the roster,<br />

without first having to create an account.<br />

The roster can also be used to recruit under a<br />

contractual modality called the Individual Contractor<br />

Agreement (see page 11), developed by <strong>UNOPS</strong> to<br />

offer flexibility and speed for non-core <strong>services</strong> at all<br />

levels. The advantages of this contract are the range<br />

of entitlements that can be selected for personnel,<br />

its flexibility in application, and that the Individual<br />

ranges for the position. The salary is fixed for the<br />

duration of the contract, which could range from one<br />

h<strong>our</strong> up to five years.<br />

The ICA is the most highly sought-after <strong>human</strong> <strong>res<strong>our</strong>ces</strong><br />

product among <strong>UNOPS</strong> partners. This type of contract<br />

is easy to understand, quick and non-bureaucratic<br />

to administer and provides fair and basic benefits to<br />

contract holders, which can be adjusted in line with <strong>our</strong><br />

partners’ needs and budget constraints.<br />

The ICA is available in two categories: support and<br />

specialist, and is offered as an international or national<br />

contract. <strong>UNOPS</strong> issues and administers the ICA<br />

on behalf of its partners in a variety of sectors and<br />

Accessible to both supervisors and their personnel, the<br />

online process follows a schedule that identifies when<br />

the various steps should be completed.<br />

The online tool comes in two slightly different forms:<br />

the Performance and Results Assessment (PRA) for<br />
