What About Gender Issues <strong>in</strong> <strong>the</strong> Information Society?<br />
• develop tra<strong>in</strong><strong>in</strong>g and capacity development programmes that<br />
can raise awareness of <strong>the</strong> gendered nature of <strong>the</strong> <strong>in</strong>formation<br />
<strong>society</strong> and identify strategies for ensur<strong>in</strong>g fair and equitable<br />
participation by men and women;<br />
• <strong>in</strong>crease access to ICT facilities through mak<strong>in</strong>g arrangements<br />
that support achievement of universal access targets and<br />
def<strong>in</strong><strong>in</strong>g specific targets for women’s access to ICT;<br />
• ensure that gender equity is a cross-cutt<strong>in</strong>g pr<strong>in</strong>ciple and<br />
commit <strong>the</strong>mselves to take a gendered approach <strong>in</strong> all activities,<br />
<strong>in</strong>clud<strong>in</strong>g plann<strong>in</strong>g, implementation, monitor<strong>in</strong>g and evaluation,<br />
and <strong>in</strong> <strong>the</strong> structure of civil <strong>society</strong> organizations <strong>the</strong>mselves;<br />
• promote cultural diversity <strong>in</strong> <strong>the</strong> implementation of national<br />
ICT strategies <strong>in</strong>clud<strong>in</strong>g through active use of local languages<br />
and provision of <strong>in</strong>formation on strategies <strong>in</strong> various media<br />
<strong>in</strong>clud<strong>in</strong>g community radio and non-electronic media;<br />
• ensure that <strong>the</strong>re is gender equity <strong>in</strong> education, specifically by<br />
provid<strong>in</strong>g opportunities to <strong>in</strong>crease girls’ literacy, and by<br />
provid<strong>in</strong>g access to fair and equitable participation <strong>in</strong> science<br />
and technology education and tra<strong>in</strong><strong>in</strong>g at all levels;<br />
• support use of ICT for women’s empowerment <strong>in</strong>clud<strong>in</strong>g through<br />
application of ICTs <strong>in</strong> health, education, trade, employment and<br />
o<strong>the</strong>r women’s development arenas;<br />
• promote national languages and local content to ensure <strong>the</strong><br />
widespread participation and <strong>in</strong>clusion of women;<br />
• ensure that local knowledge, <strong>in</strong>clud<strong>in</strong>g local gender knowledge,<br />
is given importance <strong>in</strong> media content, and steps are taken to<br />
establish standards of report<strong>in</strong>g which <strong>in</strong>clude gender<br />
dimensions (Gender Caucus 2002).<br />
On many occasions, women’s organizations have declared that <strong>the</strong>y<br />
favour a communication system at <strong>the</strong> national and <strong>in</strong>ternational levels,<br />
based on democratic pr<strong>in</strong>ciples, that limits <strong>the</strong> monopoly <strong>in</strong> <strong>the</strong><br />
globalization of telecommunications. They have also worked toward<br />
<strong>in</strong>formation and communication societies where development is focused<br />
on fundamental human needs and clear social, cultural, economic and<br />
environmental goals; where priority is given to <strong>the</strong> alleviation of poverty<br />
and o<strong>the</strong>r <strong>in</strong>equalities <strong>in</strong> a way that is environmentally susta<strong>in</strong>able.<br />
Achiev<strong>in</strong>g control <strong>in</strong> communications and <strong>in</strong> <strong>the</strong> ICT field is important to<br />
ensure that <strong>the</strong> resources and benefits of <strong>the</strong> <strong>in</strong>formation and<br />
communication <strong>society</strong> are distributed equally between women and men.<br />
