A Community Informatics for <strong>the</strong><br />

Information Society<br />

Abstract<br />

Community <strong>in</strong>formatics is an emerg<strong>in</strong>g, <strong>in</strong>terdiscipl<strong>in</strong>ary field concerned<br />

with <strong>the</strong> development, deployment and management of <strong>in</strong>formation<br />

systems designed with and by communities to solve <strong>the</strong>ir own problems.<br />

From academic and policy-mak<strong>in</strong>g perspectives, community <strong>in</strong>formatics<br />

is now concerned with develop<strong>in</strong>g a coherent <strong>the</strong>ory and methodology<br />

drawn from a now significant history of projects and <strong>the</strong> ever-<strong>in</strong>creas<strong>in</strong>g<br />

efforts to use <strong>in</strong>formation and communication technologies to solve lifecritical<br />

community problems.<br />

Community <strong>in</strong>formatics might be considered analogous to <strong>the</strong> wellestablished<br />

discipl<strong>in</strong>e of management <strong>in</strong>formation systems (MIS), where<br />

<strong>the</strong> former is tailored to <strong>the</strong> unique requirements of communities and <strong>the</strong><br />

critical problems <strong>the</strong>y pose for developers of <strong>in</strong>formation systems. These<br />

requirements and problems are significantly different from those faced <strong>in</strong><br />

MIS, <strong>the</strong>reby warrant<strong>in</strong>g a unique discipl<strong>in</strong>ary focus.<br />

The goals of this paper are to:<br />

• motivate <strong>the</strong> need for a community <strong>in</strong>formatics <strong>in</strong> <strong>the</strong> context of<br />

<strong>the</strong> World Summit on <strong>the</strong> Information Society (WSIS);<br />

• give an overview of conceptual and methodological issues; and<br />

• propose <strong>the</strong> parameters of a community <strong>in</strong>formatics sufficient for<br />

address<strong>in</strong>g development goals established <strong>in</strong> recent <strong>United</strong><br />

<strong>Nations</strong> <strong>in</strong>itiatives, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> Millennium Declaration and<br />

<strong>the</strong> ICT (<strong>in</strong>formation and communication technology) Task<br />

Force, and, <strong>in</strong> particular, <strong>the</strong> forthcom<strong>in</strong>g WSIS.<br />

Many of <strong>the</strong> concepts and issues discussed here are <strong>the</strong> results of<br />

research and practice <strong>in</strong> <strong>the</strong> developed world. None<strong>the</strong>less, an effort is<br />

made <strong>in</strong> this paper to l<strong>in</strong>k community <strong>in</strong>formatics to <strong>the</strong> realities of<br />

communities <strong>in</strong> develop<strong>in</strong>g countries, as well as disadvantaged communities<br />

<strong>in</strong> highly developed countries. Suggestions for new areas of<br />

research are also made. A set of related resources is listed <strong>in</strong> <strong>the</strong> annex to<br />

this paper.<br />
