The Learning Resource Center at Windward Community College PROJECT DEVELOPMENT REPORT II. SUMMARY OF GENERAL PLANNING REFERENCES A. Introduction In accordance with the City and County of Honolulu, Land Use Ordinance, Sections 3.160 and 8.30, the Department of Accounting and General Services, State of Hawaii, applied for a Plan Review Use to construct new buildings, renovate existing buildings and develop related infrastructure improvements at Windward Community College. The campus is approximately 64 acres and located in Kaneohe, Oahu, Hawaii. The Tax Map Key is 4-5-23: portion of 2. The Plan Review Use Application included the Plan Review Use for a Five Year Master Plan, the Master Plan Report, Urban Design Plan and Guidelines, Landscape Plan, Signage Plan, Lighting Plan and Parking Implementation Plan. The City & County of Honolulu, City Council approved the PRU application on May 4, 1994. The Project Development Report acknowledges the provisions of the PRU resolution/Master Plan guidelines in the development of a comprehensive facility program and the architectural design concept for The Learning Resource Center at Windward Community College. These general planning documents and contents are referenced but not attached with this report. B. Planning Documents 1. Plan Review Use Resolution The Plan Review Use (PRU) documents consist of two volumes: Volume 1 and Volume 2 associated with a Five-Year Master Plan for Windward Community College. The documents where prepared by Okita, Kunimitsu & Associates, Inc. in May 1992. The Plan Review Use (PRU) establishes the development and master planning guidelines for Windward Community College (WCC) campus as required by the City & County of Honolulu, Land Use Ordinance.
