The Learning Resource Center at Windward Community College PROJECT DEVELOPMENT REPORT I. INTRODUCTION A. Project Description The Physical Facilities, Planning and Construction Office for the Community Colleges of the University of Hawaii has contracted LEO A DALY to prepare a Project Development Report (PDR) for The Learning Resource Center at Windward Community College in Kaneohe, Hawaii. The proposed facility will house the Library, The Learning Center (TLC), Computing Services, Instructional Media Services, and administrative and support areas. These departments are currently located in separate facilities throughout the campus, and will be integrated into a new single facility which will optimize space and staff through efficient sharing of common areas. A Plan Review Use (PRU) application and related Master Plan documents were approved by a Resolution of the City and County Council of Honolulu in 1994. The Learning Resource Center is envisioned as a two-three-story structure with sloped clay tile roofs and a stucco exterior in keeping with the Spanish Mediterranean architectural style already established on the campus. The proposed facility is located on the same site designated in the approved Master Plan for the campus. The proposed net floor area is approximately 63,000 square feet; projected gross floor area is approximately 81,793 square feet. B. Objectives of the Project Development Report The Project Development Report has the following goals: • to verify, document and refine the space and adjacency requirements established in the Educational Specifications. • to prepare an architectural design concept implementing the Program Plan, which is compliant with guidelines for governmental regulations and standards for accessibility, as well as compliance with historical, aesthetic, environmental, sustainable and utility considerations. • to prepare a preliminary cost estimate for both the design and the construction of The Learning Resource Center. • to publish a report documenting the planning and design criteria. • to accomplish all of the above within the guidelines and provisions of the approved Plan Review Use resolution and related Five-Year Master Plan and Urban Design Guidelines for Windward Community College. Project Methodology The objectives of this Project Development Report were accomplished by following a work plan that included the following events, some of which occurred sequentially, others in parallel with one another: Meetings with the Windward Community College Directors/Coordinators of the four areas comprising the new Learning Resource Center: the Library, The Learning Center (TLC), Computing Services, and Instructional Media Services to determine the programming requirements of each. • Compilation of the Educational Specifications for all four areas by the Head Librarian. • Site trips to mainland libraries led by LEO A DALY’s expert in the planning and design of libraries. • Site studies through photographs and physical measurements. • Meetings with the Physical Facilities, Planning and Construction Office for the Community Colleges of the University of Hawaii, The State Historic Office of Preservation, the State OEQC Environmental Assessment Planner, the City Plan Review Use (PRU) Planner, the Fire Marshall of the City and County of Honolulu, members of the Outdoor Circle’s Kaneohe, Hawaii Branch.
