2. This pertains to all requests to the PNP Crime Laboratory to c<strong>on</strong>duct forensic<br />

examinati<strong>on</strong>s <strong>on</strong> the recovered evidence <strong>on</strong> all TF USIG cases. It has been observed by<br />

this Directorate that most <str<strong>on</strong>g>of</str<strong>on</strong>g> the requests from police units/<str<strong>on</strong>g>of</str<strong>on</strong>g>fices lack the necessary<br />

informati<strong>on</strong> in the c<strong>on</strong>duct <str<strong>on</strong>g>of</str<strong>on</strong>g> an exhaustive examinati<strong>on</strong> <strong>on</strong> the specimens submitted.<br />

3. In relati<strong>on</strong> thereto, all request to be submitted to the PNP-CL - should not <strong>on</strong>ly<br />

c<strong>on</strong>tain the basic informati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the incident but also the comprehensive background <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the case for the appreciati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the evidence examiner. The following are some <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

informati<strong>on</strong> that should be included but are not limited to the following like modus<br />

operandi <str<strong>on</strong>g>of</str<strong>on</strong>g> the suspects and descripti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> suspects, vehicles and FAs am<strong>on</strong>g others.<br />

The required informati<strong>on</strong> are critical for the possibility <str<strong>on</strong>g>of</str<strong>on</strong>g> cross-matching specimens to<br />

the available data recorded/maintained by the PNP CL to increase resoluti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> cases<br />

especially those placed in archived or treated as cold cases.<br />

4. Some <str<strong>on</strong>g>of</str<strong>on</strong>g> the specimens submitted to the Crime Laboratory which can be<br />

cross-matched are:<br />

• Fired cartridge cases;<br />

• Bullet/s;


• Firearm/s;<br />

• Biological specimen/s (i.e. blood, semen & saliva);<br />

• Tire mark/s;<br />

• Foot mark/s and fingerprint/s;<br />

• Fibers;<br />

• Hair strands; and<br />

• Latent print/s which can be possibly lifted from firearm, cartridge case,<br />

firearm's magazine and even sheets <str<strong>on</strong>g>of</str<strong>on</strong>g> paper.<br />

5. In additi<strong>on</strong>, all specimens submitted to the PNP Crime Laboratory especially<br />

those materials/objects which can be easily c<strong>on</strong>taminated/deteriorated should be<br />

carefully handled to avoid destructi<strong>on</strong>.<br />
