The Tenderer shall, in addition to spare parts and consumables for warrantee<br />

period also submit a list of spare parts with OEM part no. for LTSA period (next 4<br />

years after warrantee period) which reflects the OEM's guidelines and Tenderer's<br />

experience in the operation and maintenance of the type of equipment proposed.<br />

For LTSA period also the Contractor shall supply all necessary equipment, spare<br />

parts, materials/consumables etc. at his own cost and whether it is listed or not in<br />

their list. In preparation of the list the tenderer have to consider plant factor as<br />

80%.<br />

25.0 EVALUATION<br />

The Technical & Financial Proposals submitted by the Tenderers shall be opened<br />

first in presence of the Tenderers, if any. The technical qualifications and overall<br />

capability of the Tenderer for carrying out the Works as specified as well as the<br />

Specifications of the equipment/materials offered and fulfilment of key dates shall<br />

be the essence for selection of qualified tenderers.<br />

In the process of evaluation, tender may be considered as responsive only if it is<br />

submitted in compliance with the mandatory requirements set out in the tender<br />

document, without material deviation or reservation.<br />

A material deviation or reservation is one -<br />

a) Which affects in any substantial way the scope, quality or performance of<br />

the works.<br />

b) Which limits in any substantial way, inconsistent with the tender<br />

document, the procuring entity’s rights or the tender’s obligations under the<br />

contract; or<br />

c) Whose rectification would affect unfairly the competitive position of other<br />

tenderers presenting responsive tenders.<br />

-Shall not exceed 600 days<br />

Data given by the Tenderer which significantly affect the result of evaluation shall<br />

be included in the Contract as requirements to be guaranteed and will be subject to<br />

verification at the cost of the Tenderer and to the satisfaction of the <strong>BOARD</strong>.<br />

No proposal which offers less than 200 MW capacity (Net output at site condition)<br />

of Power Plant as specified in Technical Requirements will be accepted. Excess Net<br />

output more than 300 MW at site conditions shall not be considered for evaluation<br />

of per KW cost stated hereunder.<br />

The evaluation will take into account both Tender Price and annual operating &<br />

maintenance cost. Initial cost of the proposals shall be determined by bringing the<br />

scope of works of all the proposals to a common basis. The <strong>BOARD</strong> reserves the<br />

right to judge the reasonableness of the cost components quoted by the Tenderers<br />

with regard to maintenance cost per year and overhaul cost as enumerated below:<br />

Financial Analysis:<br />

(i) The evaluation of the proposal would be done by Financial analysis method taking into<br />

account the following.<br />
