Findings <strong>of</strong> Fact:<br />

a) The site is located in an area <strong>of</strong> Moderate Wind Erodibility rating. The General Plan, Safety<br />

Element Policy for Wind Erosion requires buildings and structures to be designed to resist wind loads<br />

which are covered by the Universal Building Code. With such compliance, the project will not result in<br />

an increase in wind erosion and blowsand, either on or <strong>of</strong>f site. The project will have no impact.<br />

Mitigation: No mitigation measures are required.<br />

Findings <strong>of</strong> Fact:<br />

a) The project is for the installation <strong>of</strong> an unmanned wireless telecommunication facility disguised as a<br />

60 foot high monopalm within a 578 square foot lease area. The installation <strong>of</strong> the monopalm will<br />

involve small-scale construction activities that will not involve an extensive amount <strong>of</strong> heavy duty<br />

eqUipment or labor. Therefore, greenhouse gas emissions generated during construction phase are<br />

minimal. In addition, the powering <strong>of</strong> the cell tower will not require an extensive amount <strong>of</strong> electricity.<br />

Therefore, project is not anticipated to generate greenhouse gas emissions, either directly or<br />

indirectly, that may have a significant impact on the environment.<br />

b) The project will not conflict with an applicable plan, policy or regulation adopted for the purpose <strong>of</strong><br />

reducing the emissions <strong>of</strong> greenhouse gases. The project will have less than significant impact.<br />

Mitigation: No mitigation measures are required.<br />
