Union will provide, on a divisional basis, an <strong>of</strong>ficial list <strong>of</strong> <strong>local</strong> union <strong>of</strong>ficers, chapter <strong>of</strong>ficers,<br />

stewards and alternate stewards, for <strong>the</strong> purpose <strong>of</strong> recognition, to <strong>the</strong> affected division and <strong>the</strong><br />

City's Labor Relations Office and notify each <strong>of</strong> any change in such lists. The City agrees to<br />

provide <strong>the</strong> Union with a current list <strong>of</strong> divisions and appointing authorities upon request <strong>of</strong> <strong>the</strong><br />

Union. The City shall have <strong>the</strong> right to replace Union <strong>of</strong>ficials on paid release time so long as<br />

<strong>the</strong> <strong>of</strong>ficial may return to <strong>the</strong> same job, provided it still exists, when <strong>the</strong> individual is no longer<br />

on paid release time.<br />

33. A <strong>local</strong> union <strong>of</strong>ficer, chapter <strong>of</strong>ficer, steward or alternate steward, within a reasonable<br />

time from <strong>the</strong> time he gives notice to his supervisor shall be permitted to investigate and process<br />

a grievance within his own location and attend meetings on City property or at a work location<br />

provided for by <strong>the</strong> Grievance Procedure during his working hours without loss <strong>of</strong> regular<br />

(straight-time) pay. Chapter <strong>of</strong>ficers shall be permitted to attend grievance-related meetings at<br />

<strong>the</strong> Union Hall upon prior notice by <strong>the</strong> Union to <strong>the</strong> City's Labor Relations Office as to <strong>the</strong> date,<br />

time and person(s) involved. Such activity shall be with proper regard for <strong>the</strong> City's operational<br />

needs and work requirements and additional time is not provided for or compensable for Unionrelated<br />

matters. It is <strong>the</strong> City's responsibility to provide time to Union representatives as<br />

provided for in <strong>the</strong> Grievance Procedure, and it is <strong>the</strong> Union representative's responsibility to<br />

minimize <strong>the</strong> amount <strong>of</strong> time spent on grievance related tasks, and to inform <strong>the</strong> City <strong>of</strong> <strong>the</strong><br />

tentative time and location <strong>of</strong> his hearings and investigations. All such activity shall be logged<br />

on forms provided by <strong>the</strong> City for that purpose.<br />

34. The City and <strong>the</strong> Union will cooperate in providing for a fair and timely Grievance<br />

Procedure and keep to a minimum <strong>the</strong> time lost due to grievance handling.<br />

35. The City shall provide reasonable space for a Union <strong>of</strong>fice at <strong>the</strong> following locations:<br />

Public Utilities Building<br />

Justice Center<br />

UNION VISITATION<br />

36. Upon notice to <strong>the</strong> City's Labor Relations Representative or <strong>the</strong> appropriate appointing<br />

authority, non-employee representatives <strong>of</strong> <strong>the</strong> Union shall be permitted to enter <strong>the</strong> City's<br />

premises during working hours, but at no time shall such visitation rights interfere with <strong>the</strong> work<br />

requirements <strong>of</strong> any employee or disrupt operations in any way unless expressly permitted by <strong>the</strong><br />

City.<br />

BULLETIN BOARDS<br />

37. The City shall provide <strong>the</strong> Union with bulletin boards at mutually selected locations<br />

provided that:<br />

No notice or o<strong>the</strong>r writing may contain anything political or critical <strong>of</strong> <strong>the</strong> City or<br />

any City <strong>of</strong>ficial <strong>of</strong> any o<strong>the</strong>r institution or any employee or o<strong>the</strong>r person: and<br />
