equirements that vessels meet noise standards might affect the competitiveness of the port. Industry
associations and programs by which competitors agree to meet common environmental standards
might help address this issue, and public relations advantages resulting from the greening of operations
might also help offset costs.
In conclusion the compensation and mitigation approach outlined above could help halt or reverse the
current trend of ever-increasing underwater noise levels and, because it requires no new scientific
information about the harmful effects of noise, could be implemented immediately. Because it depends
on staying within or reducing existing noise baselines, however, it is not applicable in its present form to
developments in pristine or near-pristine habitats.
