come by the exercise of good leadership <strong>and</strong> the proper<br />

indoctrination <strong>and</strong> orientation of troops prior to operations.<br />

Personnel services are measures available to the<br />

comm<strong>and</strong>er to assist in the attainment <strong>and</strong> maintenance<br />

of a high state of morale; <strong>and</strong> include such services as<br />

leaves <strong>and</strong> passes, rest <strong>and</strong> recreation facilities, character<br />

guidance, postal services, religious activities, exchanges,<br />

financial, legal assistance, welfare, <strong>and</strong> special<br />

services. The immediate objective of personnel services<br />

is to assist the comm<strong>and</strong>er in caring for the personal<br />

needs <strong>and</strong> welfare of his subordinates; the ultimate objectives<br />

are the stimulation of the individual's desire to<br />

contribute to the effectiveness of his unit <strong>and</strong> to conserve<br />

manpower.<br />

(2) Awards <strong>and</strong> decorations. The primary purpose of the<br />

awards <strong>and</strong> decorations system is to provide tangible<br />

evidence of public recognition of acts of heriosm performed<br />

<strong>and</strong> valuable services rendered. The company<br />

comm<strong>and</strong>er is responsible for insuring that a sound<br />

awards <strong>and</strong> decorations policy is established within his<br />

unit in consonance with directives <strong>and</strong> policies established<br />

by higher headquarters. The following principles<br />

should be included in this policy:<br />

(a) No deserving act should go unrewarded.<br />

(b) No award or decoration should be given unless it has<br />

been earned.<br />

(c) When more than one person participates in an act<br />

which is rewarded, each participant should be rewarded<br />

in proportion to the extent of his participation.<br />

(3) Graves registration.<br />

(a) An efficient graves registration service assists in the<br />

maintenance of morale of combat troops <strong>and</strong> adequate<br />

battlefield sanitation. Enemy dead are treated exactly<br />

the same as our own, except they are segregated from<br />

our dead.<br />

(b) The company comm<strong>and</strong>er is responsible for collecting,<br />

identifying, <strong>and</strong> evacuating the dead, <strong>and</strong> for safeguarding<br />

their personal effects. The dead are normally<br />

evacuated to the battle group graves registration<br />

collecting point located in the battle group field<br />

trains on available transportation returning to the<br />

rear, such as empty supply vehicles. The battle group<br />

graves registration collecting point is operated by a<br />

AGO §508B 33
