that regulators are transparent <strong>and</strong> accountable when making decisions. We also want regulators<br />
to approach businesses, process applications <strong>and</strong> communicate in a way that minimises regulatory<br />
burden. Regulators will adopt a risk based approach, for example, by focusing on businesses<br />
<strong>and</strong> activities that are higher-risk, <strong>and</strong> lowering compliance costs for lower-risk businesses. We<br />
are also continuing the roll out of St<strong>and</strong>ard Business Reporting, to provide quicker <strong>and</strong> more<br />
accurate reporting across government agencies, <strong>and</strong> reduce the cost of regulatory reporting.<br />
The Government is working with the States through the Council of Australian Governments<br />
(COAG) to reduce inefficient regulation in four key areas across all levels of government: the<br />
end-to-end regulation of small business; higher education; early childhood; <strong>and</strong> manufacturing.<br />
Each jurisdiction has also committed to examining red tape in a particular small business sector.<br />
