Towards a better environment: The Minister of Communications’<br />
perspective<br />
<strong>Information</strong> <strong>and</strong> Communication Technologies (<strong>ICTs</strong>) are playing an increasing role in our society. From the<br />
local to the global level, <strong>ICTs</strong> have permeated all areas that pertain to socio-economic development, <strong>and</strong> are<br />
enabling the development of new skills, competitiveness <strong>and</strong> growth, particularly in developing nations.<br />
The capacity of ICT to mitigate the harmful effects of climate change imposes a responsibility of policy<br />
makers, <strong>and</strong> indeed all stakeholders of the <strong>Information</strong> Society, to promote the technology as an effective<br />
tool to combat climate change.<br />
In Ghana, the development of the ICT4AD policy, <strong>and</strong> provision of congenial enabling environment has<br />
contributed to massive ICT infrastructure investments <strong>and</strong> availability of broadb<strong>and</strong> for national<br />
development.<br />
The Ministry of Communications is undertaking a review of the ICT Policy to introduce an all-encompassing<br />
focus on <strong>ICTs</strong>, the Environment <strong>and</strong> climate change in response to global trends. The development of an e-<br />
Waste Policy will seek to avert the problem of inappropriate dumping of electronic waste.<br />
The interest in integrating <strong>ICTs</strong> within climate change strategies responds to the Government’s vision <strong>and</strong><br />
commitment with innovation, <strong>and</strong> has been a collaborative endeavor among the many stakeholders <strong>and</strong><br />
committed institutions.<br />
As this report recognizes, tackling the informative, the productive <strong>and</strong> the transformative potential of ICT<br />
tools, it can help Ghana, as well as other developing countries, to better adapt to the challenges posed by<br />
climate change.<br />
It is our hope that the experience that Ghana has gathered in this field can serve as fertile ground to foster<br />
further innovation <strong>and</strong> coordination of efforts among government, private <strong>and</strong> civil society stakeholders, in<br />
order to fulfill the potential that <strong>ICTs</strong> offer towards climate change adaptation, <strong>and</strong> ultimately, towards a<br />
more resilient future.<br />
