34 PART 1 /Risk Management Risk management Council identifies and addresses risk based on risk assessments, risk registers, claim trends and emerging risk factors. Asset inspections are undertaken based on set criteria and time frames. Council manages known risk factors within allocated funding and available resources. Maintenance of roads and associated infrastructure is one of the many challenges with funding never meeting that required to maintain those assets. Council has as part of its Self Insurance Program a comprehensive Risk Assessment Program for OHS Risks. It has previously had an informal program for identifying other risks. It is in the process of implementing an Enterprise Risk Management Program which will provide a corporate risk register to map identified risks Council wide. Council has a critical incident response plan to respond to any major event or infrastructure loss to enable continuity in the provision of services to the community. This was unfortunately tested in 2010 with Councils’ Administration Centre at 1 Hoxton Park Road Liverpool being destroyed by fire on 15 August 2010, the critical incident and business recovery processes worked well with Council reviewing its plans to reflect the lessons learnt from that recovery process. Key project delivered include: • Full implementation of Council Critical Incident and Business Continuity Plans subsequent to the 2010 fire, with relocation to and subsequent purchase of 33 Moore Street, Liverpool • 183 public liability investigations were conducted • 45 risk assessments in public places were completed • A review of the Critical Incident Response Plan has been completed in draft form • New security systems installed for 33 Moore Street, Liverpool • New security card and electronic key system introduced for Council Officers. Workers Compensation Liverpool City Council is a Self Insurer for workers compensation purposes, licensed to manage its own claims by WorkCover NSW under NSW legislation, Council has held this licence for 26 years. Workcover undertook a claims management audit in May 2010 and an OHS Systems Management audit in June 2010. WorkCover found that Liverpool City Council was performing at a level better than the specified minimum performance level and will remain on a three yearly audit cycle. Council received 26 workers compensation claims from 1 July 2010 to 30 June 2011 compared to 35 claims for the same period last year. Westpool – United Independent Pools Liverpool is a founding member of Westpool Group of Councils. This group was established to help stabilise insurance premium costs and has achieved significant cost savings and long term benefits for member councils through effective risk management. The organisation was established in 1988 by Liverpool, Fairfield, Blacktown, Penrith, Hawkesbury and Blue Mountains Councils. Parramatta joined in 2002, Wollongong in 2010 and Shellharbour in 2011. The nine member councils work together to manage their risk and secure all their required insurance cover. Westpool also works closely with Metropool which is made up of seven inner city councils to form the United Independent Pools (UIP) to combine the buying power and enhance the services to both pools, their member Council and communities. Council financial contributions to the pool are based on the relative size of each council and incorporate a proportion of underlying claims experience so as to reflect risk exposure. Westpool is owned, governed and administered by elected and appointed delegates from each member Council, with the assistance of professional staff and service providers. Types of insurances purchased by the councils of Westpool/ UIP include; public liability, professional liability, property, motor vehicle, councillors and officers, statutory liability, fidelity, artworks and transit, volunteers and other insurances. PART 1 / Communication 35 Consultation CommunicaTion Communication between Council and our community is of paramount importance in maintaining a relationship based on mutual trust. Council engages in a range of activities that help keep our community informed. Council information is published weekly in the Liverpool Leader and the South Western Rural Advertiser. Our website www.liverpool.nsw.gov. au contains comprehensive information regarding Council’s plans, policies and activities. We publish and mail a quarterly newsletter to all landowners and are also active within the community through a wide range of advisory committees, community forums and community groups that help us keep in touch with our residents. Council regularly undertakes customer satisfaction surveys to obtain feedback from the community on their perception of the Council’s delivery of community outcomes as well as the delivery of regular services. The most recent survey was conducted in February 2011. The Community Engagement Toolkit, a framework for public consultation activities, was adopted by Council in June 2006. The toolkit was developed to enable the Liverpool community to be more actively involved in Council decision making and activities and to provide a comprehensive and transparent approach to consultation. It assists Council staff in identifying and implementing a range of strategies to inform, consult and, where appropriate, to gain active participation from the community in Council projects and issues. It aims to improve Council processes so we can better engage with Liverpool’s stakeholders. Community Forums To help inform the community about what is happening within each local community and share information with other local residents and Council staff, Liverpool City Council supports three forums across the Liverpool area. Each forum meets monthly between February and November and covers the following suburbs; Rural Forum Austral, Badgerys Creek, Bringelly, Greendale, Rossmore, Wallacia, Kemps Creek and Luddenham. Eastern Forum Chipping Norton, Hammondville, Holsworthy, Moorebank, Pleasure Point, Voyager Point and Wattle Grove. Central Forum Ashcroft, Busby, Cartwright, Casula, Cecil Hills, Cecil Park, Denham Court, Edmondson Park. Green Valley, Heckenberg, Hinchinbrook, Hoxton Park, Ingleburn, Liverpool, Lurnea, Middleton Grange, Miller, Mount Pritchard, Prestons, Sadlier, Warwick Farm and West Hoxton.
