PART 1 / Promoting Services 37 How we promote our services and access to services to residents A diverse range of activities and events were undertaken by Council during the year to promote access and equity for residents, including those from a Culturally and Linguistically Diverse background (CALD). This is consistent with the principle of supporting diversity in the Liverpool Local Government Area and assists in meeting the needs of the community. Council continued to employ a full-time Community Development Worker (CALD) to work across Council and with the community on issues affecting people from culturally and linguistically diverse backgrounds. Local Equity and Access Policy Statement (LEAPS) initiatives were undertaken. These included quarterly meetings of the LEAPS Taskforce, the monitoring, reporting on and review of Council’s LEAPS Multicultural Plan 2010-2014 and Action Plan 2010-2011 and the development of the Action Plan 2011-2012. Council continued to resource and support the Liverpool Refugee and Migrant Interagency and e-group, as well as the Liverpool Migrant Resource Centre Management Committee. Council included CALD demographics and information in key planning documents such as the LEAPS Multicultural Plan 2010-2014, Community Safety and Crime Prevention Plan 2009-2012 and a number of plans of management. Council consulted with CALD communities on the development of Growing Liverpool 2021: (Community Strategic Plan), the LEAPS Multicultural Plan 2010-2014, cultural and community events and environmental programs and initiatives. Council staff continued to be supported in their work at Council through cultural awareness training in the EEO program, maintaining a resource pool, including statistical information and ethnic media contacts, maintaining the training resources for organisations to download, collecting EEO data from new employees to identify diversity trends and issues, sharing information about the Translating and Interpreting Service (TIS) and Council’s Language Aide Program during staff induction processes and Customer Service Strategy training. Casula Powerhouse Arts Centre presented an innovative approach to creative practices and cross cultural engagement, inclusive of people of all cultures. Casula Powerhouse Arts Centre initiated and developed creative content to inspire and open spaces for cultural dialogue through the presentation of critically rigorous cross art form, visual and performing arts programs. Casula Powerhouse Arts Centre sought to increase cultural capacity, participation and enjoyment through a focused program that reflects and includes the very diverse interests, needs and issues of the area. The five underlying principles of the Casula Powerhouse Arts Centre programming are: • The continuation and development of partnerships with local artists, writers, academics and the various community groups; which include, Aboriginal and Torres Strait Islander (ATSI) and CALD communities, youth and children, residents, people with disabilities, non-government organisations, education institutions, regional and national networks. • A continuous expansion on programs to allow for new cultural outcomes to be informed from a wide spectrum of social, cultural and creative practices. • The support and nurturing of local artistic practice as part of the growth of the Western Sydney creative industry. • The integration of exhibition and presentation planning, public events and education programming in consultation with a range of stakeholders and partners to inform future relevance and direction. • The delivery of a multidisciplinary program that encompasses a variety of art productions and public outcomes in line with our commitment to inspire, engage and stimulate local, regional and national audiences. Made on the Kitchen Table project was a major activity for Casula Powerhouse Arts Centre in 2010-11. Its goal was to provide cultural workshops for isolated Koori women and aimed to bring Koori women together who wish to explore sustainable cultural and economic opportunities through arts and craft activities. The project aimed to provide a safe and nurturing environment to exchange cultural and emotional wellbeing for its participants while developing partnerships between South West Sydney Koori women’s service providers. The workshops utilised various art and craft mediums, styles and expertise to undertake and deliver an intensive skills and capacity building project for its participants. The project culminated in the development of a Koori Women’s Arts Co-operative and a major exhibition at Casula Powerhouse Arts Centre. This project was funded by Department of Community Services (WSAAS). The Australian Muslim Women’s Arts Project a national arts engagement, was funded by the Human Rights Commission and Australia Council for the Arts. The project commenced in June 2010 and will continue throughout 2011 and 2012. The project targeted Muslim women artists, artisans, curators, writers and cultural producers from around Australia to create artwork with their communities. The process for working with the selected Muslim women (of various cultural backgrounds) is through laboratories and workshops over an eighteen month period. The project is supported by specialist facilitators, curators and artists to develop and work towards a major Casula Powerhouse Arts Centre exhibition in May 2012. The partnership between Pacific communities, Casula Powerhouse Arts Centre and stakeholders continued to develop in 2011. The partnership aims to encourage Australian Pacific Islander artistic creation and innovation in the areas of traditional and contemporary art making which will span genres, mediums and practices. This partnership project will include; a visual arts exhibition, performance, food and market festival, NRL players making creative content, NRL community engagement with Pacific Islander communities and other CALD communities and an education and public program that will be continue throughout the duration of the project.
