52 52 PART 12 / Name Management of SectionPlan The regional city for South West Sydney The community’s long term vision • The City Centre will offer a variety of places which foster an active social and cultural life for all age groups • Strong regional-level precincts and activities will emerge over time; a major medical centre and health precinct centred on Liverpool Hospital; a commercial centre employing more people in the business and financial services; an education precinct of tertiary and secondary education; tourist activities highlighting heritage buildings and precincts; more street-front retail; and civic and other events utilising suitable indoor and outdoor public spaces • Access will be opened in the City Centre to the Georges River extending to the Casula Powerhouse Arts Centre • The southern part of the City Centre will experience increased economic activity and development • The City Centre will be highly convenient and accessible to all: safe, pedestrian friendly, well signposted, with good public transport, free-flowing roads and convenient parking • The City’s transport services and assets will be designed around the needs of people • Better integrated and user-friendly public transport will attract more passengers • Roads and a convenient public transport system will be supported by funding from the State and Federal Governments Liverpool City Council ANNUAL REPORT
PART 2 / Management Plan 53 How Council worked towards this vision during 2010-11 Improve the economic viability, public amenity, parking and accessibility of the City Centre Commence the implementation of the CBD Parking Strategy (Strategic Planning) Project continuing. Implementation commenced with refurbishment work on the Northumberland Street Car Park. Painting and lighting repairs completed. Solar lighting on Bathurst Street car park has been repaired. A contract for the flood lighting of the Collimore Car Park (southern section) has been let. Planning for installation of metered parking underway, with approvals sought and specifications prepared. Installation to be carried out in 2011-12. Carry out streetscape enhancement (paving and landscaping) in Scott Street and Macquarie Street (Civil Construction and Assets) Project deferred. Works deferred by Council pending review and adoption of 10 year program. Works in Scott and Macquarie Streets to be completed in 2011-12 Investigate the potential of providing recycling bins in public spaces following the findings of the trial period (Sustainable Environment) Project complete. Implementation of public place recycling bins will be undertaken in 2011-12. Develop the river system as a community asset Finalise the Master Plan and commence works to provide new access and improvements to the Georges River at Casula (Buildings and Open Space) Project complete. Masterplan finalised with work started on shared paths from Glenfield to Casula with detailed parkland design to be completed in 2011-12. Consider sites along the Georges River Corridor as part of the Environment Restoration Plan (Sustainable Environment) Project continuing. Council has resolved to appoint a contractor to undertake the $170,000 grant funded works along the Georges River in Casula parklands. Strengthen Liverpool’s role as the regional city for south west Sydney Run a workshop for the development industry on specific topics of interest, outlining and demonstrating key assessment criteria and planning considerations (Statutory Planning) Project complete. Workshop held in September quarter. Utilise and showcase the Liverpool City Centre 3D model to industry and community representatives, and other relevant stakeholders (Statutory Planning) Project delayed. The software used to generate the 3D models, was destroyed in the administration building fire. Council officers are in the process of securing a new software package. Promote the Liverpool City Centre through discussions with developers and industry representatives (Strategic Planning) Project continuing. Council has met with Transport NSW to develop a coordinated transport strategy, a workshop was held in November with representatives of various transport providers and stakeholders and meetings were also held with a number of developers to discuss development proposals of various size and impact. Increase community activities and events in Liverpool Provide a comprehensive program of community events to be held in the City Centre, including Australia Day, CBD Exposed (youth music event), Refugee Week Street Festival, NAIDOC street march and flag raising and Harmony Day (Community Services, Communications and Events) Project complete. A range of successful events were held in the City Centre including NAIDOC Week, Children’s Week, Harmony Day, CBD Exposed (youth music event), Youth Week and Refugee Week, catering for many diverse groups and helping to create a dynamic community atmosphere in the mall and providing information and entertainment to many thousands of people. Deliver a variety of exhibitions, education and theatre programs which appeal to the residents of Liverpool and South West Sydney (Casula Powerhouse) Project complete.
