42 PART 1 / Planning for the future Growing Liverpool 2021, the community strategic plan for the City of Liverpool Growing Liverpool 2021, the community strategic plan for the Liverpool Local Government Area outlines what the people of Liverpool have said is important for their area. It is a plan for the whole city, not just the Council. Council is a leader and custodian of the plan and is one of the parties responsible for its delivery. Strategic directions for Liverpool were initially identified in a plan called Liverpool Directions which was developed from 2004 to 2006. Liverpool Directions served as a starting point for this document and was updated on the basis of a recent community engagement program. Growing Liverpool 2021 is the Council’s highest level plan. It identifies the community’s key objectives for the area as collected from our community engagement processes. It also includes strategies on how to achieve those objectives. To put it simply, it is a broad look at where we want to go and how to get there. The plan is aimed at addressing the key challenges that Liverpool faces as well as addressing its unique characteristics during the next 10 years. 2011-15 Delivery Program and 2010-11 Operational Plan Liverpool’s Delivery Program and Operational Plan follow on from, and are closely aligned with Growing Liverpool 2021 which is our Community Strategic Plan. The strategies listed in Growing Liverpool 2021 set the framework for the development of our Delivery Program and Operational Plan. As a community plan Growing Liverpool 2021 will involve State and Federal agencies in delivery as well as elements of the community itself. The Delivery Program and Operational Plan outline Council’s role in delivery. The Delivery Program runs for a period of four years and details the principal activities that will deliver on the Growing Liverpool 2021 strategies. Where appropriate each principal activity has a corresponding detailed activity for the 2011-12 year. This is our annual Operational Plan. For simplicity our Delivery Program and Operational Plan are presented as a single document. Resourcing Strategy The Resourcing Strategy projects the resources needed to achieve the objectives in Growing Liverpool 2021 that are the role of Council. It is made up of a Long Term Financial Plan, an Asset Management Plan and a Workforce Management Plan. These both inform and are informed by the Growing Liverpool 2021 and the Delivery Program and Operational Plan. Our funds – the long term financial plan The Long Term Financial Plan is an important part of Council’s strategic planning process. This is the point where long term community aspirations and goals are tested against financial realities. The Long Term Financial Plan contains a set of financial projections and assumptions covering a period of 10 years. The assumptions and projections are based on current operational issues, future service demands and infrastructure needs as expected by the community. Our assets – the asset management plan Liverpool Council’s infrastructure assets represent a significant investment that has been built up progressively over a long time. These assets are used to provide a range of services that improve social, environmental and economic outcomes for the community of Liverpool. The level of service delivered by these assets is largely determined by the manner in which they are maintained and managed. The complete Asset Management Plan includes an Asset Management Policy, Strategy, a consolidated Asset Management Plan and individual plans relating to each asset class, being roads and transport, drainage and floodplain, buildings, and parks and open space. The Resourcing Strategy Summary provides an overview of the Asset Management Plan. Our people – the workforce management plan Workforce planning is an important management tool. It assists to plan for and predict workforce needs to ensure Council has the capacity to lead and provide services to the community. It prepares Council to manage generational change taking place in the workforce in coming decades, labour market supply and demand factors, work and family considerations, and equity and diversity issues. The Workforce Management Plan describes the makeup of the current workforce, outline workforce needs and priorities, and summarise Council’s key directions for strengthening and managing its workforce. Measuring our progress Progress on Growing Liverpool 2021 will be reported to Council at the last Council meeting before the 2012 election and thereafter every four years. It will be first reviewed by June 2013 and thereafter every four years. Progress on the Delivery Program and Operational Plan will be reported on quarterly. Initially the Delivery Program will be reviewed annually along with the development of a new Operational Plan. Liverpool City Council ANNUAL REPORT
PART 1 / Sustainability 43 sustainability Integrating sustainability into our planning Following work undertaken in the last few years to prepare a corporate environmental sustainability framework, Liverpool has continued its sustainability journey by participation in the ICLEI Sustainability Services triple bottom line governance project (ICLEI was formerly known as the International Council for Local Environmental Initiatives). Work on the project has allowed development of a practical way forward tailored to Liverpool’s circumstances as well as to the proposed integrated planning system of the State Government. Practical actions that the Council can now take to move further along the sustainability journey are the adoption of a definition of sustainability and accompanying sustainability principles and indicators.
