The 168-ton <strong>aft</strong> <strong>deckhouse</strong> was landed on<br />
<strong>NSC</strong> 4 <strong>Hamilton</strong> (<strong>WMSL</strong> <strong>753</strong>) on Monday, Feb. 4.<br />
<strong>Ingalls</strong> Shipbuilding<br />

With 12 of 14 grand block lifts now completed,<br />
the nation’s fourth National Security Cutter<br />
is taking shape at <strong>Ingalls</strong> Shipbuilding in<br />
Pascagoula.<br />
“We plan to have all the grand blocks in place<br />
by mid-March,” said Derek Murphy, <strong>NSC</strong> 4<br />
program manager. “We have an outstanding<br />
team spread across the shipyard that is making<br />
this ship come together with adherence to<br />
safety, quality, cost and schedule.”<br />
With the 168-ton <strong>aft</strong> <strong>deckhouse</strong> safely landed<br />
on the deck of <strong>Hamilton</strong> (<strong>WMSL</strong> <strong>753</strong>) on Feb. 4,<br />
the ship is now 96 percent assembled, and on<br />
target for christening later this year.<br />
Bruce Henson, <strong>NSC</strong> 4 ship superintendent,<br />
said that a lot of work in the space below the<br />
<strong>deckhouse</strong> had to be completed before the lift.<br />
“Many intake and exhaust ducts penetrate<br />
into the <strong>deckhouse</strong> area,” Henson said. “These<br />
must be fed into the machinery spaces and be<br />
set at the correct vertical angle before the house<br />
can come down. The plume exhaust has to be<br />
deck welded, ring welded, painted and sold<br />
before the lift can happen. It has to be set right<br />
on the money, because there are only six inches<br />
of space around it.”<br />
Safety was a major concern, and the team held<br />
regular meetings, restricted access to the lift<br />
area and took added precautions to make sure<br />
the lift was conducted in a safe manner.<br />
According to Ken Dansby, <strong>NSC</strong> 4 Hull<br />
superintendent, Accuracy Control department<br />
played a big role in ensuring a successful setting<br />
for the structure, helping to determine where<br />
excess material needed scribing.<br />
“I thank Accuracy Control for their<br />
persistence,” said Dansby. “Two alignment<br />
technicians in particular, Tim Davis and<br />
Mark Ingram, did the prep work to establish<br />
the data points and ensure proper fit and<br />
alignment. They stuck with me even through a<br />
thunderstorm to ensure we had everything we<br />
needed.”<br />
Accuracy Control works hand-in-hand with<br />
Hull, Rigging and Ship’s Management to ensure<br />
quality.<br />
“Alignment holds full responsibility for<br />
how well these units are set and cut,” Ronnie<br />
Walters, Accuracy Control manager, said. “We<br />
work within strict tolerances. We had to set the<br />
unit in correct ship’s coordinates for centerline<br />
and we must set the correct deck height. This is<br />
crucial given that we’re dealing with electronics<br />
spaces and engine intakes and exhausts.”<br />

Safety Action Teams making a difference<br />
Ask a Safety Action Team (SAT)<br />
member why they serve, and the answer<br />
will be the same.<br />
“I want to make sure that our work<br />
is done safely and that we all go home<br />
in the same condition as we arrived,”<br />
said Augustus Lett Jr., second shift SAT<br />
leader and electrician.<br />
For 13 years, SAT groups have played<br />
key roles in maintaining a safe work<br />
environment at <strong>Ingalls</strong> Shipbuilding.<br />
SATs are composed of cr<strong>aft</strong> employees<br />
who are trained to detect and resolve<br />
safety hazards or issues before they lead<br />
to accidents.<br />
“The structure allows hourly<br />
employees to become actively involved<br />
in promoting a safety culture at the<br />
shipyard,” said Harry Hinkel, SAT<br />
program administrator. “Positions of<br />
authority in the group can only be held<br />
by represented cr<strong>aft</strong> employees.”<br />
When a ship program reaches a<br />
certain level of completion, typically<br />
<strong>aft</strong>er the house is erected, Safety liaisons<br />
representing cr<strong>aft</strong> unions choose<br />
qualified applicants and set up an<br />
SAT for that ship based on attendance<br />
and personal safety records. Certain<br />
personality traits are also desired for<br />
members.<br />
“We’re looking for someone who has<br />
a positive attitude and is willing to<br />
approach management with a problem,”<br />
said Sheryl Hollis, safety liaison for<br />
the Pascagoula Metal Trades Council.<br />
“We want someone who is interested in<br />
making a difference at the shipyard.”<br />
SAT members serve for approximately<br />
two years. Each group chooses a leader<br />
who serves a one-year term.<br />
“All SAT members undergo a rigid<br />
training syllabus to ensure they have<br />
the necessary knowledge to identify<br />
hazards even when it’s in another cr<strong>aft</strong><br />
area,” said Les Johnson, safety liaison for<br />
International Brotherhood of Electrical<br />
Workers, Local 733.<br />
SAT members say the training helps<br />
them see things they might ordinarily<br />
overlook.<br />
“I already knew what to look for<br />
dealing with pipe,” said Leisah<br />
Molyneau, Integration SAT leader<br />
and pipe tester. “The training about<br />
electricity, taught me what to look for<br />
outside of my cr<strong>aft</strong>.”<br />
In order to get direct peer-to-peer<br />
information <strong>aft</strong>er an incident, it is<br />
mandatory for an SAT member to be part<br />
of the Incident Response Team.<br />
“It’s important to note that SAT<br />
members can never take part in<br />
disciplinary action by Safety,” said<br />
Hollis. “This allows the employee<br />
involved in an incident to be forthcoming<br />
with his or her peer on the SAT.”<br />

Management and the Safety<br />
department value the work performed<br />
by SATs, who are often called upon to<br />
promote and field test safety products<br />
and enhancements.<br />
“Management is very cooperative<br />
when an SAT member draws their<br />
attention to something,” LHA 6 SAT<br />
leader Andy Brantley said. “Their first<br />
response is usually ‘Take me there.’”<br />
Fellow employees confide in them as<br />
well, although they are only required to<br />
meet for three hours in addition to their<br />
regular jobs, SAT members are always on<br />
the lookout.<br />
“You have to stay attentive and open<br />
to everything you see and hear,” said<br />
Richard Torelli, Shop Area SAT leader.<br />
“People need to understand that pain is<br />
only part of getting hurt. The financial<br />
distress can be far worse. And by<br />
preventing safety incidents in the first<br />
place, we’re ensuring job security by<br />
keeping workers comp costs down.”<br />
TIME: Charge it Right<br />
The correct charging of time and material is a critical element of contract<br />
compliance and a legal, as well as ethical, responsibility. Always charge your time to<br />
the proper charge number, precisely as it has been worked. The improper charging<br />
of costs to a government contract may result in serious criminal and civil penalties<br />
to both the company and the employees involved. The willful mischarging of any<br />
time will result in disciplinary action up to, and including, termination. If you are<br />
unsure how to properly charge your time, never guess – ask your supervisor. For<br />
