The 168-ton aft deckhouse was landed on
NSC 4 Hamilton (WMSL 753) on Monday, Feb. 4.
Ingalls Shipbuilding
February 14, 2013
With 12 of 14 grand block lifts now completed,
the nation’s fourth National Security Cutter
is taking shape at Ingalls Shipbuilding in
Pascagoula.
“We plan to have all the grand blocks in place
by mid-March,” said Derek Murphy, NSC 4
program manager. “We have an outstanding
team spread across the shipyard that is making
this ship come together with adherence to
safety, quality, cost and schedule.”
With the 168-ton aft deckhouse safely landed
on the deck of Hamilton (WMSL 753) on Feb. 4,
the ship is now 96 percent assembled, and on
target for christening later this year.
Bruce Henson, NSC 4 ship superintendent,
said that a lot of work in the space below the
deckhouse had to be completed before the lift.
“Many intake and exhaust ducts penetrate
into the deckhouse area,” Henson said. “These
must be fed into the machinery spaces and be
set at the correct vertical angle before the house
can come down. The plume exhaust has to be
deck welded, ring welded, painted and sold
before the lift can happen. It has to be set right
on the money, because there are only six inches
of space around it.”
Safety was a major concern, and the team held
regular meetings, restricted access to the lift
area and took added precautions to make sure
the lift was conducted in a safe manner.
According to Ken Dansby, NSC 4 Hull
superintendent, Accuracy Control department
played a big role in ensuring a successful setting
for the structure, helping to determine where
excess material needed scribing.
“I thank Accuracy Control for their
persistence,” said Dansby. “Two alignment
technicians in particular, Tim Davis and
Mark Ingram, did the prep work to establish
the data points and ensure proper fit and
alignment. They stuck with me even through a
thunderstorm to ensure we had everything we
needed.”
Accuracy Control works hand-in-hand with
Hull, Rigging and Ship’s Management to ensure
quality.
“Alignment holds full responsibility for
how well these units are set and cut,” Ronnie
Walters, Accuracy Control manager, said. “We
work within strict tolerances. We had to set the
unit in correct ship’s coordinates for centerline
and we must set the correct deck height. This is
crucial given that we’re dealing with electronics
spaces and engine intakes and exhausts.”
Safety Action Teams making a difference
Ask a Safety Action Team (SAT)
member why they serve, and the answer
will be the same.
“I want to make sure that our work
is done safely and that we all go home
in the same condition as we arrived,”
said Augustus Lett Jr., second shift SAT
leader and electrician.
For 13 years, SAT groups have played
key roles in maintaining a safe work
environment at Ingalls Shipbuilding.
SATs are composed of craft employees
who are trained to detect and resolve
safety hazards or issues before they lead
to accidents.
“The structure allows hourly
employees to become actively involved
in promoting a safety culture at the
shipyard,” said Harry Hinkel, SAT
program administrator. “Positions of
authority in the group can only be held
by represented craft employees.”
When a ship program reaches a
certain level of completion, typically
after the house is erected, Safety liaisons
representing craft unions choose
qualified applicants and set up an
SAT for that ship based on attendance
and personal safety records. Certain
personality traits are also desired for
members.
“We’re looking for someone who has
a positive attitude and is willing to
approach management with a problem,”
said Sheryl Hollis, safety liaison for
the Pascagoula Metal Trades Council.
“We want someone who is interested in
making a difference at the shipyard.”
SAT members serve for approximately
two years. Each group chooses a leader
who serves a one-year term.
“All SAT members undergo a rigid
training syllabus to ensure they have
the necessary knowledge to identify
hazards even when it’s in another craft
area,” said Les Johnson, safety liaison for
International Brotherhood of Electrical
Workers, Local 733.
SAT members say the training helps
them see things they might ordinarily
overlook.
“I already knew what to look for
dealing with pipe,” said Leisah
Molyneau, Integration SAT leader
and pipe tester. “The training about
electricity, taught me what to look for
outside of my craft.”
In order to get direct peer-to-peer
information after an incident, it is
mandatory for an SAT member to be part
of the Incident Response Team.
“It’s important to note that SAT
members can never take part in
disciplinary action by Safety,” said
Hollis. “This allows the employee
involved in an incident to be forthcoming
with his or her peer on the SAT.”
Pascagoula Safety Action Team leaders, from left,
Augustus Lett Jr., Richard Torelli, Leisah Molyneau
and Andy Brantley are always ready to assist
shipbuilders in preventing safety mishaps.
Management and the Safety
department value the work performed
by SATs, who are often called upon to
promote and field test safety products
and enhancements.
“Management is very cooperative
when an SAT member draws their
attention to something,” LHA 6 SAT
leader Andy Brantley said. “Their first
response is usually ‘Take me there.’”
Fellow employees confide in them as
well, although they are only required to
meet for three hours in addition to their
regular jobs, SAT members are always on
the lookout.
“You have to stay attentive and open
to everything you see and hear,” said
Richard Torelli, Shop Area SAT leader.
“People need to understand that pain is
only part of getting hurt. The financial
distress can be far worse. And by
preventing safety incidents in the first
place, we’re ensuring job security by
keeping workers comp costs down.”
TIME: Charge it Right
The correct charging of time and material is a critical element of contract
compliance and a legal, as well as ethical, responsibility. Always charge your time to
the proper charge number, precisely as it has been worked. The improper charging
of costs to a government contract may result in serious criminal and civil penalties
to both the company and the employees involved. The willful mischarging of any
time will result in disciplinary action up to, and including, termination. If you are
unsure how to properly charge your time, never guess – ask your supervisor. For
further guidance, review Command Media source documents, COA202, SSO F145,
SSO F149 and SSO F146 or the Ethics Internet site, http://www.huntingtoningalls.
com/about_us/ethics.html. If you suspect someone is mischarging time, you should
immediately report it to management, a business conduct officer, a member of the
Law department or the company’s OpenLine, 1-877-631-0020.
