Agreement for preparation of Feasibility Report of NH-12A from <strong>Jabalpur</strong>-<strong>Mandla</strong>-<strong>Chilpi</strong> <strong>to</strong> <strong>CG</strong> border<br />

1.1 Background<br />

1. INTRODUCTION<br />

1.1.1 <strong>Madhya</strong> <strong>Pradesh</strong> <strong>Road</strong> Development Corporation represented by the<br />

Managing Direc<strong>to</strong>r, M.P. <strong>Road</strong> Development Corporation (the<br />

“Authority”) is engaged in the development of state highways.<br />

Ministry of <strong>Road</strong> Transport and Highways GoI, has assigned the<br />

Authority the development of select stretches of National Highways in<br />

the State. In this sequel the Authority has decided <strong>to</strong> undertake Two<br />

laning of <strong>Jabalpur</strong>-<strong>Mandla</strong>-<strong>Chilpi</strong> <strong>to</strong> <strong>MP</strong>-<strong>CG</strong> <strong>Border</strong> (NH-12A)<br />

(Length: 189.00 km) (the “Project”) through public- private<br />

partnership on Design, Build, Finance, Operate and Transfer (the<br />

"DBFOT") basis.<br />

1.1.2 With a view <strong>to</strong> inviting bids for the Project, the Authority has decided<br />

<strong>to</strong> conduct a feasibility study for determining the technical feasibility<br />

and financial viability of the Project. If found technically feasible and<br />

financially viable, the Project may be awarded on DBFOT basis <strong>to</strong> a<br />

private entity (the “Concessionaire”) through a competitive bidding<br />

process. The Project would be implemented in accordance with the<br />

terms and conditions stated in the concession agreement <strong>to</strong> be entered<br />

in<strong>to</strong> between the Authority and the Concessionaire (the “Concession<br />

Agreement”).<br />

1.1.3 In pursuance of the above, the Authority has decided <strong>to</strong> carry out the<br />

process for selection of a Technical Consultant, a Financial Consultant<br />

and a Legal Adviser for preparing the Feasibility Report and bid<br />

documents. The Financial Consultant will develop the revenue model<br />

and assist the Authority in the bidding process. The Legal Adviser will<br />

review the draft concession agreement based on the Model Concession<br />

Agreement for Two laning with paved shoulder of <strong>Jabalpur</strong>-<strong>Mandla</strong>chilpi<br />

<strong>to</strong> <strong>MP</strong>-<strong>CG</strong> <strong>Border</strong> (NH-12A) (Length : 189.00 km) through<br />

Public Private Partnership (the “MCA”) read with the Manual of<br />

Standards and Specifications. The Technical Consultant shall prepare<br />

the Feasibility Report in accordance with the Terms of Reference<br />

specified at Schedule-1 (the “TOR”).<br />
