6 Figure 1: DoD M&S HCS Strategic Alignment M&S Roles & Responsibilities As shown in Figure 2, five major functional areas within DoD M&S communities have developed overarching documents outlining their vision for management of their respective human resources. With this top-level strategic guidance in mind, each of the Service
components, as well as several DoD agencies, have developed corresponding human capital management plans to ensure proper focus and integration of DoD requirements. The DoD M&S HCS has been developed to reflect the priorities and capitalize on the guidance contained in each of these DoD/Joint/Component strategic documents, while addressing the way ahead for management of the DoD M&S workforce. These documents, coupled with the DoD M&S HCS, provide a solid and complete foundation upon which to create DoD M&S workforce development plans that ensure they are focused on DoD mission priorities for the six DoD M&S communities. Figure 2: DoD M&S Roles and Responsibilities M&S Challenges Based on a literature search, previous workforce studies and data derived from this effort, nine challenges have been identified that drive the requirement for a professional DoD M&S workforce.
