These factors tackle some of the most relevant features of these resources, and they jointly provide an objective sorting of recommendations. Besides, each of them has been rated by iTEC experts (in a scale) according to their impact in the actual relevance of tools. Table 4 collects a summary of these ratings sorted according to the factors’ impact, together with the weights used in the general utility function for tools. Table 3. For example, according to a 0/10 scale, the Skype tool may be considered to offer the “audio conferencing” functionality with a value of 10, and the “file sharing” functionality with a value of 3. Criterion is computed as the arithmetic average of the functionality levels the resource has for each of the functionalities specified by the requirement. Therefore, we apply a strategy based on the property levels. Obviously, tools receiving a better appreciation from the community will rank higher.
