WOHIT1 | Healthcare IT: Beyond the Technology
Moderator: Dr. Stephan Schug, Chief Medical Officer, EHTEL, Germany
Worcestershire Health ICT Programme: From ‘Treat as Seen’ to ‘Treat with Knowledge’
John Thornbury, Director of ICT Services, WHICTs, Worcestershire Acute Hospitals NHS Trust, UK
A clinician-led initiative, Worcestershire’s Clinical Portal strengthens the link between patients and healthcare professionals.
Having waited patiently for a national solution for a secure and efficient electronic patient record system, Worcestershire Acute
Hospitals NHS Trust took the initiative and spearheaded an independent project that embodied the national approach to delivering
solutions by interoperability and connecting all.
A joint initiative between clinicians and the Trust’s IT department, is a clinical portal housing real-time records of interactions with
patients, information taken from primary and emergency care and patient demographics. This means that clinicians gain a better
understanding of a case more quickly and the possibility for medical errors is greatly reduced. Access to the NHS electronic library
and care pathways, the ability to share records with social services and plans for a patient portal, mean the Trust now provides a
better quality of information available at point of care at the right place and time.
John Thornbury’s presentation will showcase how, partnering with a specialist technology provider like Orion Health, IT can deliver
real improvements in health outcomes. Real clinical examples and results will demonstrate the impact of Worcestershire’s Clinical
Portal on patients, clinicians and other stakeholders.
Key Information Summary / Emergency Care Summary in Scotland
Dr. Libby Morris, GP, eHealth Lead for Primary Care, Scottish Government Health Department, Scotland
The aim of the Key Information Summary (KIS) is to improve sharing of key information for patients who have Chronic Conditions
or Mental Health problems by automatically downloading specific information from Primary Care systems into an easy to use interface
for a wide range of clinical users, focusing on use in Emergency Care.
KIS records will be created for individual patients with their involvement and facilitate the sharing of patient centred information such
as medical diagnoses, carer details, and patient wishes for future care plans. KIS will improve communication of important patient
information between clinicians and will promote patient centred care and reduce unnecessary admissions to hospital. By extending
the benefits of the existing Emergency Care Summary (ECS) system, KIS will also make care safer by reducing the risk of inappropriate
care, replace the need for faxing or sending paper based records and make better use of clinical time.
Using a clear consent process for sending and sharing of information, KIS records will be accessed through role based access and
through secure clinical portal or urgent care system.
Pilots are now underway and the WoHIT conference will be the first opportunity to widely share the learning and outcomes from
this important data sharing project.
Patient Safety Enhancement – The Role of the eHealth Professional
Jean Roberts, Director (Standards), UK Council for Health Informatics Professions, UK
Outline – Lack of Informatics Professionalism Can Affect Patient Safety – The Solution is in Our Hands!
Information for health decisions is complex and multi-sourced, with risks to individuals and populations if it is inappropriately treated.
Health informatics is a misunderstood ‘back office’ function, even though information underpins all decisions and actions of those
in direct patient care. That information may be individual patient-specific, relate to one clinical condition or be generic to a population.
This presentation uses real life case studies to look at actions that professional health informaticians can take to reduce the occurance
of errors.
Connected Health – The Future of Integrated Healthcare Delivery
Michael Pitsch, Health Managing Director, Accenture’s EALA (Europe, Africa and Latin America)
Panelist: Prof. Dr. Arno Elmer, CEO of Gematik, Germany’s Central e-health Agency
Nations across the globe are taking significant strides to adopt healthcare IT as a path towards a connected health future. The goals
are clear – higher quality, more accessible and cost-effective healthcare but the path is as intricate and diverse as the countries
themselves. A comprehensive Accenture report, “Connected Health: The Drive to Integrated Healthcare Delivery”, details the progress
towards connected health in eight countries. The study cites the important dynamics, challenges and lessons guiding each country
along its unique journey to more integrated healthcare delivery. It is based on interviews with more than 160 healthcare leaders, a
survey amongst more than 3,700 doctors and clinicians, case studies, literature reviews and more.
OC1 | Electronic Health Record Systems (EHRs) and Interoperability
Moderator: Prof. Dr. Georges De Moor, MD,PhD, EuroRec President
A Multi-Stakeholder View of the Semantic Interoperability Challenge
Prof. Dr. Dipak Kalra, University College London, UK
Significant efforts are being made to enhance interoperability between EHR systems within countries, and across Europe through
the epSOS project. Many stakeholders now recognise the potential value of integrated EHR data, especially for a range of “secondary
uses”, but the meaningful combination of heterogeneous data remains challenging. Efforts towards semantic interoperability have
historically prioritised value for direct patient care, although this driver does not necessarily carry the strongest financial incentives.
This presentation will explore the diverse needs for semantic interoperability, and the extent to which these are synergistic or
sometimes conflicting. These challenges are the focus of the recently launched SemanticHealthNet project, which will be presented.
Trustworthy Re-use of EHR Data for Research
Prof. Dr. Georges De Moor, Gent University, Belgium
There is increasing international interest in re-using, for clinical research purposes, routinely collected health records from hospital
and primary care settings. This opportunity is especially attractive to the pharmaceutical industry that recognises the efficiency gains
that might be made. Current initiatives under the IMI programme (e.g. the EHR4CR project) will be highlighted.
A Roadmap Towards Comparable, Standards Based and Reliable Certifications of EHRs
Dr. Jos Devlies, EuroRec, France
Both eHealth and Electronic Health Record systems (EHRs) have an enormous potential to improve the effectiveness and efficiency
of care, provided they are reliable, trustworthy and of sufficient quality. Quality labelling and certification through professional third
party assessment offers the best chances for a comparable and reliable quality documentation of those systems. EuroRec has
developed a “language” to describe the functional and operability/interoperability capabilities (criteria) of EHRs. The EHR-QTN project
has defined a roadmap towards a more generally applicable, cross-border standards based professional certification.
NN1 | Rethinking Healthcare Systems Through Efficient eHealth Solutions
Demographic challenges, particularly an aging population, present European health systems with an increased economic burden
and growing patient expectations. eHealth offers innovative solutions for leveraging online services to help meet these challenges.
The economics of eHealth suggest that such solutions can offer cost-effective improvement of the quality of healthcare. Also,
experience is growing with deployment of eHealth solutions and considerations for evaluating such projects are important. Finally,
it is suggested that diabetes is particularly suitable as a model for eHealth solutions for chronic disease care.
WOHIT2 | Ambulatory Clinical Settings and IT Empowerment
Moderator: Chris Flim, Secretary, Dutch Association of eHealth, The Netherlands
DOGE – General Practitioners Network
Claudio Saccavini, Technical Manager of Arsenàl.IT, Veneto's Center for Research and Innovation in e-Health
DOGE (GPs EHR Network) is a regional project that aims at creating a network of services for primary care professionals. It
established an infrastructure of application services to connect healthcare professionals to each other, and permits Local Health
Authorities to communicate prescription data to the Italian Economy Ministry. DOGE represents the starting phase of a wider project
for the realisation of the Regional EHR. The experimental phase at the LHA 19 Adria was completed involving approximately 70
GPs/SCCs and now the project is spreading all around the 23 regional LHAs.
How to Improve Chronic Care Results with a Supportive Add-on Computer System and Still Keep our Nurse
Practitioners Motivated
Hans van Selm, General Practitioner, Gezondheidscentrum Dillenburg, The Netherlands
In The Netherlands, cardiovascular risk management and chronic care for diabetes and COPD patients is mainly given by general
practitioners (GPs) with the help of Nurse Practitioners (NPs). Until recently, this care was mainly given monodisciplinary. Lately,
there is a growing demand for a multidisciplinary approach. This transition leads to a requirement for an add-on supportive computer
system that supports care logistics and clinical decision making. While GPs and NPs use their familiar system (Medicom®), the
add-on (VHS) enables dieticians, physiotherapists and pharmacists to register their care tasks and update patient related information.
Meeting a critical requirement set by GPs, all information entered into VHS is automatically synced with Medicom® and vice versa.
Together we are coaching our patients to achieve better results.
Working Collaboratively to Develop Next Generation Systems for our Hospitals
Peder Jest, Chief Medical Officer, Odense University Hospital (OUH), Denmark
Odense University Hospital (OUH) has a long and successful history of deploying Electronic Patient Record solutions to its clinical
community. However, the competing pressures of cost efficiency and increased patient volume, when combined with rapid technological
change and the emergence of the citizen as a stakeholder in their own care, have caused OUH to radically revisit its own perceptions
of how technology should be supporting its clinical and patient community.
OUH has started working collaboratively with its partners to address several challenges:
• Optimising the way clinicians navigate to the clinical core of the record.
• Using speech recognition technology to drive a more efficient clinical interaction.
• Engaging citizens directly in the clinical solution, through PHR support, videoconferencing and social media interactions.
The presentation will describe the journey that OUH has started on, including the rationale behind the initiative, and will highlight
some of the lessons learned so far. Ultimately, this is a journey of discovery for all the parties engaged, and serves as a new model
Diraya is the electronic healthcare management and information system of the Andalusian Public Health System (APHS). APHS is
the healthcare and public health services provider in Andalusia (Spain), a region with 8.5 million inhabitants. Since the 90’s, the
APHS has incorporated the use of information technologies into healthcare services, starting at primary care, and integrating other
settings of care: emergency services, outpatient, inpatient, and pharmacies. Continuity of care is stressed throughout the healthcare
system. Today, the electronic health record covers 100% of the population at primary care level. Come and learn more about Diraya
MedCom E-Record
Jens Rahbek Nørgaard, Senior Consultant, MedCom, Danish Healthcare Network, Denmark
Denmark has managed to build a national Health Record System: “E-Record” (Danish: E-Journal). Today 80% of the population is
represented in the system. Both health professionals at hospitals, GPs and all citizens have access to this information. All health
record information is delivered from EHR-systems or other clinical Hospital Information Systems. Every GP-clinic and clinical
workstation of hospitals can access the E-Record system by contextual links.
The benefits of the E-Record are: Patient Empowerment, easy access to information from other hospitals and a higher level of
patients safety. E-Record is planned to contain information from GPs in 2012 and will be a part of an upcoming National Health
Assembling National Exchange of Health Information in Slovakia Using epSOS Experience
Peter Kazik, Director General, Informatics Department, Ministry of Health, Slovak Republic
Michal Danilak, eHealth Senior Consultant, Slovak Republic
Based on a traditional organisational structure of health care providers, the eHealth systems in Slovakia were from the very beginning
built basically on local and in some cases also on a regional level resulting in lack of interoperability on a national level.
eHealth systems in Slovakia contain plenty of communication standards to be used. Our experience from the epSOS project is
choosing to work with International communication standards for health information exchange. The epSOS international profile of
communication standards could be also slightly modified on the national level, thus securing international interoperability of national
eHealth systems using the national connector on one hand and learning from the epSOS piloting experience on the other hand.
Opening Keynote: ICT Enabled Health Outcomes
Dalia Idar, MSc, Director, Department of Clinical Computing, Israel
Maccabi Healthcare Services, Israel’s second largest health plan, covering 2 million people, is one of the leaders internationally in
Health ICT. Beginning with the implementation of an EMR in the early 1990s, Maccabi now has a comprehensive and integrated
health ICT system including a central medical record used by all doctors and health professionals, with closed loop clinical data
exchange from CPOE to results, multiple disease registries, a sophisticated decision support system and multiple telemedicine
programs as well as smart phone access to the EMR for doctors and patients. Demonstrated outcomes include high doctor and
patient satisfaction, improved clinical outcomes in both prevention (e.g. mammography, vaccinations) and treatment (e.g. antibiotic
use, diabetes control), increased efficiency (reduced duplication of diagnostic testing, reduced time from referral to results) and cost
savings (reduced drug costs, reduced hospitalizations).
Stage 7 Comparisons for the U.S. and Europe
John Hoyt, FACHE, FHIMSS, Executive Vice President, HIMSS Analytics, USA
How does a Stage 7 validation differ in the US versus Europe? Why are there differences? What are the key “failure points” and
do they differ between the US and Europe? We will walk through the key items that drive a Stage 7 success and we will describe
the “day in the life” of a Stage 7 validation visit.
The Global Applicability of HIMSS EMR Adoption Model
Uwe Buddrus, Managing Director, HIMSS Analytics Europe, Germany
The first part of the session will detail the differences between the European and U.S. EMR Adoption Models together with the
rationale for these differences. At the same time, some focus will be given to the fact that, despite some differences, the models
are still enabling the comparison between all countries in which the EMR Adoption Model is used or will be introduced.
Why a German University Hospital Decides to Apply for EMRAM Stage 7
Dr. Peter Gocke, CIO, Amedes Group
From a Hospital’s perspective, the background of the decision to go for EMRAM Stage 7 will be discussed: why at all, when, at what
In today’s hectic environment, clinicians demand instant-on, always-connected mobile point of care (MPOC) solutions and typically
use as many as ten different devices on any given day. In the world of the clinician, access to timely, accurate information and
communications can be a matter of life or death. But, the use of mobile devices to access information is just the tip of the performance
iceberg, the real benefit lies in communication and collaboration in real-time, whenever and wherever the clinician is working. The
ability to consult expeditiously with other team members – specialists, pharmacists, nursing staff – allows the clinician to resolve
questions without delay, ensuring the best patient care.
NN3 | Adapting Healthcare Industry Models to eHealth Solutions
The changing landscape of eHealth will influence the way people access and utilise healthcare. This imposes challenges on the
traditional healthcare industry business model and demands that businesses adapt to meet changing needs and interactions with
users.
The healthcare industry needs to understand and adapt to eHealth solutions. The shift towards eHealth is a game changer for the
healthcare industry and the patient-centred approach. Particularly in long-term treatment associated with chronic disease care the
scope, role and impact of eHealth needs to be fully identified. The response of the healthcare industry to the transformative
opportunities and challenges presented by eHealth needs to be accelerated.
OC3 | Seamless Service Orchestration in Health and Social Care
Delivery models of European healthcare and welfare must fundamentally change to better support the needs of persons with chronic
conditions. New strategies and processes are needed. Recent models seamlessly integrate the health and social service domains
and thus overcome the venerable tradition to organise health and welfare in independent silos.
Seamless Integration Involving a Large Community – Service Orchestration for Scotland
George Crooks, OBE, NHS 24, Scotland
Scotland – with a population of 5.2 million – has a fully integrated health system, with hospital and community services managed
by NHS Scotland as a single organisation. Scotland is pursuing a policy of integrating health and social care and has a national
strategy for the development and delivery of telehealth and telecare. NHS 24 provides telehealth services for the whole of Scotland.
This includes telephone services, telemedicine services, telecare and home monitoring as well as digital channels like web, mobile
and digital TV as well as conventional contact centre operation.
Building on one single national delivery organisation has allowed to advance the development in this area of care at a faster rate
than is currently possible in other regions.
Bridging In-patient, Out-patient and Self-care by a Patient Mastered EHR
Björn Bergh, CIO, University of Heidelberg Medical Centre, Germany
An optimised and jointly organised prevention, diagnosis, treatment and rehabilitation strategy for chronic patients requires a tight
and seamless integration of all participating care providers built on a cross-institutional electronic health record (EHR). For this
purpose, the University Hospital Heidelberg is establishing a Personal Electronic Health Record (PEHR) architecture relies on the
patient’s consent in order to share documents and medical data with other care delivery organisations. The presentation will highlight
the current status and the gained experiences with a PEHR system in the South-West Germany with an emphasis on true patient
empowerment.
Better Integration of Patients and their Informal Carers in the ICT Continuum
Henk Bakkerode, European Association Working for Carers – Eurocarers, Ireland
Across Europe millions of informal carers are faced with problems of how to deliver quality home care to dependent persons. Only
limited ICT-based support is available, e.g. interactive courses and training videos and forums to discuss home care related issues.
Eurocarers aims to improve ICT-based initiatives for home carers in Europe.
MIN4 | Patient Empowerment and Home Monitoring
The session aims to focus on the following topics:
A paradigm shift is underway in most countries on the relationship between health professionals and citizens: informed and active
citizens – be they patients or healthy citizens – have a great potential in tackling health-care challenges, especially for what concerns
the combination of shared-care and self-care. This session intends to aliment the discussion on ‘patient empowerment’ representing
the voices of the different actors concerned.
In particular, we would like to focus on the possibility for citizens to acquire knowledge about diseases and their health conditions
(health literacy), thus becoming able to care for their own health status. Direct access to health data and related disease information,
or the use of health-specific Internet services (e.g. online patient networks or support platforms for treatment and prevention especially
of chronic conditions) will be shown as use-cases.
The possible gains in terms of enhanced prevention are significant, but there are also some challenges: indeed, patient empowerment
also raises perplexities – especially of health operators – concerning the possible misuse / misunderstanding of health information
by non-expert hands, or as to the raising of ethical issues. Which are then the limits to patient empowerment? This session aims
at exploring this aspect as well.
Moderators: Kalevi Virta, Independent Consultant, Ewell Oy, Finland
Claus Ehlers, CTO, Southern California Healthcare, USA / Denmark
Improving Patient Medication Safety in the Home Using (GS1) Barcode Technology and a Smartphone App
Feargal Mc Groarty, National Haemophilia System Project Manager, IMS Department, St. James's Hospital, Ireland
Unlike any other time in history we now have mobile technology that can be leveraged to provide the tools required to increase
patient safety, improve administration compliance, capture clinical information and support a rapid real time medication recall.
St. James Hospital, Dublin, Ireland, has recently implemented a mobile phone application (App) for hemophilia patients so that they
can record their medication usage at home by scanning barcodes on the pack prior to self-administration. The initial phase of the
study has demonstrated that it is conceptually and technically possible to design, develop, and implement a medication management
system (medication scanning App) that integrates smartphone technology, barcode scanning, and an electronic diary to record and
optimize medication compliance for patients.
Integrated IT and Mobile Solution Increases Societal Benefits for the eHealth in the City of Stockholm
Stefan Carlson, Head of Unit, IT-Department, in the City of Stockholm, Sweden
Carina Lindquist, Application Manager, Social Care, The City of Stockholm
Quality of life and independence for the elderly and more time for caring, less time administrating are two goals for the City of
Stockholm. The City of Stockholm, together with Tieto has digitalized the eHealth service processes that allow elderly and home
care employees to have mobile access to everything from work schedules, case history notes, electronic keys and personal alarms.
Time that was previously spent dealing with administration can now be devoted to quality time with care recipients and for operational
development. A lot of new e-services are established to simplify life for the elderly, their families and employees.
Mobilizing Healthcare with Mobile Point-of-care Solutions
Marc Angotti, Director General, Clinique Esquirol Saint Hilaire (CESH), France
In this presentation, Angotti will present a case study, detailing how France’s CESH, a private, 335 bed clinic with 15 care units,
implemented mobile health technologies – 115 tablet PCs from Motion Computing and Ware Système’s Sharegate medical records
software, a full bedside EHR – in order to completely eliminate its paper-based processes as well as continuously deliver on its longstanding
policy of improving the quality and safety of patient care.
Angotti will highlight the resulting benefits, which include real-time access to information on procedures, treatments and medications,
the improvement of working conditions and staff satisfaction as well as increased security, efficiency and overall patient care. With
the mobility solution, everything is brought together in a single tool that is accessible at the patients’ bedsides. All dual copying and
transcription of data has been eliminated, and as such, so has the risk of errors inherent in these transcriptions.
Benefit Analysis of Implementing PACS Platforms Across the English NHS Hospital System
Guy Staals, Oracle, Senior Director, Healthcare Industries Business Unit at Oracle EMEA, COCIR, The Netherlands
Charles Gutteridge, National Clinical Director for Informatics, Department of Health, UK
The presentation provided by COCIR will be introduced Guy Staals, an Oracle representative, who will set the context by explaining
the advantages of interconnecting heterogeneous PACS environments for the exchange of valuable patient information. Establishing
Vendor-Neutral Imaging Repositories at the regional level – like in the NHS case – can normalize the imaging and reporting data
Guy Staals will set the context by explaining the advantages of interconnecting heterogeneous PACS environments for the exchange
of valuable patient information in research, enterprise, regional or national settings. Establishing Vendor-Neutral Imaging Repositories
at the regional level – like in the NHS case – can normalize the imaging and reporting data and provide a secured standardized
data access, data integrity, availability and lower TCO. Although not fully available at the time of the UK deployment this interoperability
prefigures quite well what can be accomplished today (e.g. with IHE XDS-I profiles and DICOM).
Beginning 2006 PACS platforms were implemented across all NHS hospitals in England. Since 2009 all hospital radiology departments
(128 NHS hospital Trusts = 500 hospitals) are film-free and use a variety of PACS/RIS systems. As of March 2011, £200M cash
Dr Rajan Paw, MB ChB, FRCS(A+E). Ed, FCEM, Consultant Emergency Physician, Medical Service Head Emergency
Medicine, Dudley Group Hospitals, UK
The presentation describes the journey over a 6 month period of a UK ED from being entirely dependent on paper with IT at The
Dudley Group NHS Foundation Trust that treats 100, 000 patients a year. From only being used to view x-ray images to becoming
the first UK ED with a fully functioning EPR with e-prescribing, electronic order coms, electronic referrals to inpatient specialties and
full patient tracking via the Siemens Healthcare IT product Soarian ® Clinicals. This change was made with minimum ED process
redesign whilst maintaining performance against the UK ED quality indicators. The presentation highlights key issues in both IT
development and change management and how close collaboration between clinicians and IT professionals with heavy clinical
engagement along with a team focused on the required outcomes can result in a successful implementation.
OC4 | Continuity of Care Extended
The last couple of years the patient has gained focus in the health care system, from a subject of care in a supply oriented health
care system to the active patient who is part of the team taking care of his / her health problems. Although this is still highly conceptual,
there is work in progress to report on operational results.
Introduction to the Silo Crossing Integrated Care Approach
Jacob Hofdijk, Casemix and Advisor, Ministry of Health
The development of clinical care standards for chronic diseases has created a breakthrough in the patient centred care delivery. It
was the start for the introduction of a coordinated approach to individualized care across the silo’s. To deal with co- and multimorbidity
the integrated care (Inca) approach has been developed. It is the base for the organization of the care delivery, the creation
of the individual care plan for and with the patient and the contracting with the health insurers.
The “Conductor” Systems Approach to Support Multidisciplinary Treatment in Daily Practice
Evert Jan Hoijtink, CEO, Portavita
Portavita delivers integrated care solutions for 200.000 chronically ill patients in medical centres in The Netherlands and Germany.
Patients participate in their treatment through Self Management modules in their Personal Health System. The Individual Care and
Treatment plan is steering the multidisciplinary treatment teams, including the patient. Coordination is organised along the “Blue
Line”, linking care providers and patients even when working in different systems. The approach builds strongly on IHE related Health
IT standards for networked health.
The Role of eHealth Information Management in the Delivery of Integrated Health and Social Care
Lorraine Nicholson, Immediate Past President of IFHIMA
eHealth Information Management must be developed to support eHealth including support tools and training to use health information
effectively. eHIM will play a vital supporting role by enabling accurate communication about the patient and their condition to facilitate
the delivery of integrated health and social care, fully engage patients in their health and well-being and help them to establish
partnership working with health and social care providers in order to deliver safe and seamless care in the patient’s home environment.
Introduction to the Village of the Future in Pisa, MIE2012
Jacob Hofdijk, Casemix and Advisor, Ministry of Health
During MIE2012 the Village of the Future which will be organised around the theme “All about Mary”, introducing the blue line. The
AR Application for Pediatric Laparoscopy Surgery
Lucio Tommaso De Paolis, Assistant Professor, Information Processing Systems, Dept. of Innovation Engineering,
University of Salento, Italy
The advantages of the Minimally Invasive Surgery are evident for the patients, but these techniques have some limitations for the
surgeons. In medicine, the Augmented Reality technology allows surgeons to have a sort of “x–ray” vision of the patient’s body and
can help them during the surgical procedures. The platform has been tested on two case studies. The future work will be the validation
of the developed application on a new real case study.
Nurse Involvement in Analysis-based Decision Support in the Clinical Context
Mette Kjer Kaltoft RN, Health Visitor, MPH R & D Nurse, OUH Svendborg Sygehus, Denmark
We report the early experience and results from a study in Inflammatory Bowel Disease (IBD) care at St Marks Hospital, London,
using the Annalisa implementation of Multi-Criteria Decision Analysis (MCDA). We developed an online decision aid and surrounding
decision support MyDecisionSuite (MDS): IBD, its additional elements including decision navigation, preparation, and quality
assessment. In the intervention period specialist IBD nurses deliver the full set of MDS elements. The contents of each element for
a patient are determined by the responses in the initial navigation section, including clinician judgment. The early implications emerging
are that the heterogeneity of patient's preferences underlines the need for transparent, multi- criteria-based pursuit of concordance;
that the simple one-screen graphic interface makes for effective decision support; and that the standards-compliant system meets
the growing demands for documented 'perfected' informed consent.
Improved Clinical Logistics in Dept. of Accidents and Emergency via IT
Ove Gaardboe, Executive Consultant Emergency Unit, The Regional Hospital Horsens, Denmark
A unique patient flow management system in the Dept. of Accidents and Emergencies at the Regional Hospital of Horsens has
resulted in a better overview across the entire portfolio of patients. Large touch screens display the teams in charge of every patient,
and provide a brief status of the progress of treatment. In addition it has an integrated management decision tool.
Useful integrations and improved communication
The system can be accessed via secure mobile devices and has various integrations e.g. to medical data, status on lab-tests and
x-ray results. Internal communication is improved via integration with DECT phones, chat and webcam features. Tracking of employees
makes it easier to find colleagues because their position is shown on the screens. This saves time and prevents inappropriate
interruptions.
Results: A system that saves time, improves daily workflow and quality.
The system improves communication, coordination and provides a better overview. It saves steps and prevents unnecessary
interruptions of colleagues. A medical Assessment Report shows that 64% of the employees agree that they have a better overview,
57% experience better access to information and 52% find it easier to manage changes in the daily programme. The number of
patients has increased by 7,3% and the number of employees has decreased by 9,3%. 21 tasks on micro level have resulted in time
savings and improved quality in treatment. This amounts to 4 full time employees.
New Generation of EMRs: Feedback on Experiences Related to Interoperability to Achieve Clinical Pathways
Prof. Christian Lovis, Head of the Division of Medical Information Sciences, HUG, Switzerland
Architecture matters! Implementing clinical pathways as a complete workflow management requires all components of the hospital
information system to work in a very coherent and tight manner. This cannot be achieved if the architecture has not been built with
this purpose in mind.
Integrating Computerised Clinical Guidelines into EMR Technology. Experiences and Implementation Challenges
Prof. Rudi van de Velde, CIO, University Hospital of Brussels, Belgium
UZ Brussels is extensively using its in-house developed Clinical Workstation (CWS) to streamline not only the massive information
but the clinical processes as well. This system is able to offer its users a holistic view of their work. One of its main distinguishing
features is that the order entry function is twinned with a sophisticated appointment planning and activity scheduling system. This
system is deployed hospital wide, without loss of continuity across services and departments and is offered to all health care
practitioners.
We have extended the built-in automated care programme scheduling facility with a software suite that attempts to support clinical
pathways. This suite consists of a workflow engine that executes a clinical pathway for a particular patient. The patient data in the
EMR guide its execution. Challenges and pitfalls of the implementation of CP are discussed.
Facilitating Clinical Pathways in Multidisciplinary Care Using Semantic EHR Technology
Tomas Mora Morrison, CEO, Cambio Healthcare Systems, Sweden
As a software company focusing on providing cutting edge regional EHR systems, it is crucial to have a clear strategy when it comes
to interoperability. Modern healthcare is multi-disciplinary, cross-organizational, evidence-based and coordinated. It relies on effective
e-health solutions with the ability to seamlessly share patient information across organizational boundaries in a secure and clinically
relevant manner.
Fully integrated care pathways using semantic interoperability and knowledge management technologies become important tools
in order to achieve this. Some examples of regional implementation of clinical pathways and experiences from using knowledge
repositories to support evidence based medicine will be presented.
Using EHR Data for Monitoring and Promoting Patient Safety: Evidence and Implications for Practice
Dr. Persephone Doupi, Senior Researcher, National Institute for Health and Welfare, Finland
Alternative methods for patient record content analysis and identification of patient safety adverse events have been proposed and
tested, such as trigger tool methodology (paper and computer-based) and data mining. The presentation will cover existing scientific
evidence on the strengths and weaknesses of each approach, and will discuss the implications of the findings from two perspectives:
that of healthcare organizations of management and staff, as potential implementers of the discussed methods, and that of the
demands placed on EHR systems intended to support patient safety. Experiences drawn from patient safety initiatives in the Nordic
countries will be used as practical reference examples.
Nationwide Clinical Quality Registers
Karen Marie Lyng, MD, PhD, MBM, MI, Manager of the Clinical Information and Data Unit, IT Organisation of the
Danish Metropolitan Region, IT Organisation, The Danish Metropolitan Region, Denmark
Nationwide registers holding information concerning individuals have existed in Denmark for more than half a century. The perhaps
best known example is the Danish Cancer Registry that was founded during the Second World War. Nationwide electronic registration
of citizens (The Civil Registration System) started in 1968 and electronic registration of information regarding hospitalized individuals
followed in 1976 (The National Patient Register). From around the beginning of the 1990s interest increasingly focused on quality
metrics and several nationwide clinical quality registers were developed. Currently there exist approximately 50 nationwide quality
registers. The clinical quality registers are fed with information from the registers mentioned above, from local clinical systems and
“on demand” clinical information from secure web based forms. On top of these large registers we have built an online dynamic
reporting system, making it possible to present updated quality information based on data reported to the central authorities for other
purposes.
Safe Medication in Time – Introduction of a Paperless Medication Process
Dr. Michael Baehr, Director, Universitätsklinikum Hamburg-Eppendorf (UKE), Germany
University Medical Centre Hamburg Eppendorf has 1.500 beds and offers medical care at maximum level. With the introduction of
a comprehensive electronic patient record the drug distribution system was changed from a traditional ward stock to a unit-dose
supply using a Baxter FDS system. To realize a closed loop medication administration process computerized physician order entry
was combined with unit-dose technology and electronic registration of administration. Additionally a clinical pharmacy service was
introduced. Every single ward is visited once a day by a clinical pharmacist who supervises the medication process from admission
to discharge. Clinical pharmacists care for changing home medication to hospital formulary medication, dose adjustment, drug-drug
interaction, compliance with guidelines, etc. The combination of technology and pharmacy services provides medication safety at
a high level. Since the introduction of the different system, different studies were carried out to prove the acceptance of Pharmacist’s
advice, the effectiveness the system due to reduction of medication errors and the overall acceptance by physicians, nurses and
patients.
Jan Topp Rasmussen, Region of South Denmark, IT Director, Denmark
The Region of Southern Denmark is currently implementing a large consolidated EMR solution for the entire clinical staff that is
scaled for several thousand concurrent users. The presentation will focus on the pros and cons of in-house implementation combined
with an outsourced operation by an external provider. Furthermore, the presentation will have a closer look at the angle of organizational
Make or Buy – Decisions in Implementing an Electronic Patient Record
Jan de Sitter, CIO, GZA Hospitals Antwerp, Belgium
Using the IBM product suite “Patient Care System” as a development framework, in the 1990’s GZA developed and implemented
a home grown solution, covering order management, medication prescription and distribution, and a nursing record including care
planning and even some clinical decision support. During the same timeframe GZA also implemented a more medical record oriented
solution from a local vendor (Cegeka), for whom we acted as a pilot. As the decision was taken to replace the home grown legacy
solution, we chose to do this in a partnership with the same vendor.
In this presentation we will highlight some pros and cons of in-house development and vendor based solutions.
In-house EMR Solution Versus Vendor System
Dr. Michael Dahlweid, Chief Medical Officer, Global Product Director, iSoft Group Limited, COCIR
This part of the session provided by COCIR will be presented by an iSOFT – a CSC company- representative. CSC has over 30
years’ experience in integrating hospital systems from a number of different vendors including iSOFT. The presentation will outline
the benefits of in-house solutions versus vendor systems. Throughout the presentation Dr. Dahlweid will draw on his unique experience
from Hospital CIO to iSOFT CMO and use tangible examples to demonstrate when it makes sense for hospitals to develop systems
PL5 | Challenges in the European Healthcare Sector and a Technological Perspective on
a Remedy?
Mr. Ole Kjær, Director of Organisational Development – Ministry of Taxation
Dr. Josep Figueras, Director of the European Observatory on Health Systems and Policies, WHO European Centre
for Health Policy
KEYNOTE
Demographics as well as economic challenges face healthcare now and with increasing intensity in the coming years. A change of
mind-set is required to face these challenges. Dr. Josep Figueras, the Director of the European Observatory on Health Systems
and Policies, WHO European Centre for Health Policy will give a speech on the challenges that we face currently and in future.
Better adapted healthcare services and a preventive approach to chronic diseases could reduce public spending on health and
dependency care by half.
One of the means to increase productivity in healthcare to meet some of the challenges that we face is eHealth. eHealth can:
• Increase flexibility and promote new ways of organizing treatment leading to increased output and improved quality in care for
patients
• Enable a more individual based treatment by mobilizing and thereby empower and involve patients in their own treatment
• Improve working conditions for the employees in the health and welfare sectors
Most European healthcare systems will undergo a transformation in the coming years not least due to the above-mentioned factors
and will be forced to use resources even more efficiently. One of the most immediate resources that are poorly utilized today is the
patient’s own. eHealth can contribute to that end. On the basis of a sector that has come a long way in mobilizing the citizen it is
illustrated how ICT can play a significant role.
The plenary session will look into possible ways that digitisation has supported the tax system in providing a more efficient and
service minded approach to the citizen. The Danish Tax system has been subject to a radical change in the management of the
citizen’s tax matters. In 1987 it was paper based. In 2008 80 % was paperless and only a few percent involved paper. What are
the lessons learned and the efficiency gained from another public sector in regard to the radical way of communicating with the
Danish tax payers and manage the citizen’s tax matters?
Health Management
Is Free Public Health Sustainable in Times of Growing Chronicity?
Moderator: Josep Carbó, Senior Manager Accenture Health, Spain
In a European Public Healthcare market where costs are likely to double in the next five to ten years, some
citizens have already started paying towards the public healthcare they receive. In some countries service quality,
or the range of services, is already being negatively affected by increased chronic illness in an aging population.
As Governments maintain or even reduce health budgets, health management is being mooted as a possible
answer. This focus group will discuss means for proactive care that increases patient involvement and remote
monitoring capabilities, while improving service quality and efficiency, and reducing costs. Join us for a discussion
Management and Trust
Stand 901
Today’s healthcare business challenges can be easily grouped into three categories: Transformation; Big Data; and
Trust. How do you define these challenges, and more importantly, how do you overcome them? This session will
discuss how EMC enables healthcare IT to rapidly speed-up the creation and secure diffusion of medical knowledge
through cloud computing, big data management and trust so that healthcare organisations can focus more resources
on quality of care.
Speaker: Jon Mello, Healthcare Solutions Executive, EMC Corporation
12:45–13:30 Speech Recognition in the Cloud: Anywhere. Anytime. On Any Device
Stand 901
Today, every doctor in every hospital can have access to the benefits of speech recognition on whichever device they
prefer to use. Speech-enabling clinical applications on computers, web browsers, tablet PCs or smart phones, such
as iPhones, has changed from a complex process to the easiest thing to do. Discover how you can benefit from the
revolutionary cloud technology that enables you to be completely mobile anywhere, anytime and on any device.
The EMRAM model identifies the levels of electronic medical record (EMR) capabilities ranging from limited ancillary
department systems through a paperless EMR environment. HIMSS Analytics Europe has developed a methodology and
